The Navy intends to issue an indefinite delivery indefinite quantity (IDIQ) multiple award construction contract (MACC) request for proposal (RFP) in September 2026.
Period of Performance/Maximum Value: The period of performance will be a base period of 60 months and up to five 12-month option periods for a maximum possible duration of ten (10) years; or an aggregate maximum estimated value of $30 billion for all task orders, whichever occurs first.
Contract Type: The Navy intends task orders issued for construction projects to be firm-fixed-price (FFP) in accordance with 10 U.S.C. 3323 and DFARS 216.301-3. Where authorized cost reimbursement task orders may be issued to allow the Government the maximum flexibility in determining the best contract type for the specific task order after consideration of the risks to the Government and contractors.
Task Order Range: The typical size of major construction task orders will range from $2,000,000,000 to $6,000,000,000. However, smaller task orders may be issued to support smaller efforts like Early Contractor Involvement (ECI) and/or Alternative Technical Concepts (ATC). The Navy anticipates that most work under the MACC will be initiated by task order(s) that are competed amongst all the MACC holders. Additionally, all MACC holders may be issued task orders for the same scope of work for ECI and/or ATC. And where justified, task order award may be issued to a single MACC holder. The Navy makes no representation as to the number of task orders or actual amount of work to be ordered; however, each MACC holder will receive a minimum guarantee of $2,000,000. To qualify for this MACC, Offerors will need to demonstrate single project bonding capacity of $2,000,000,000.

Purpose and Scope:
The solicitation may result in the award of approximately five (5) multiple award construction contracts; however, if determined to be in the best interest of the Government, fewer than five (5) contracts may be awarded.
The purpose of the MACC is to support waterfront and marine mega-construction projects supporting the shipyard infrastructure optimization program (SIOP) and specifically construction of the new Multi-Mission Dry Dock.
This MACC will encompass a wide range of Design Build (DB) and Design Bid Build (DBB) type projects. The focus of this MACC will be the construction of a new proposed Multi-Mission Dry Dock at PSNS & IMF, located at Naval Base Kitsap (NBK) Bremerton, Washington. The Multi-Mission Dry Dock preferred location is within the existing Dry Dock 3 footprint, existing Pier 6, and existing Pier 7; and will include dry dock drainage, dewatering, and flooding systems; a caisson and caisson gate; roadways and rail networks; portal crane track; access and egress elements; mechanical, electrical, and communications systems; and utility routing tunnels. The proposed project also includes demolition of facilities and utilities.
The Multi-Mission Dry Dock is a fully pressure-relieved dry dock capable of accommodating shipyard repair services for the newest Ford-class aircraft carrier, Nimitz-class carriers, and other surface and subsurface ships served by PSNS & IMF.
Dredging south of Multi-Mission Dry Dock is proposed for the Double-Wall Cofferdams, which provides means to support construction of Multi-Mission Dry Dock in the dry, and provides hydraulic cutoff in the permanent condition. The bath symmetry in Sinclair Inlet provides adequate water depths to support the drafts of the respective design vessels at berth and during docking/undocking evolutions.
Site access is anticipated to be a combination of a temporary fixed pier southeast of existing Building 460, a contractor access road at Bremerton Gate, existing Piers 6 & 7, Dry Dock 3, and the South Gate vehicle inspection building. Prior to establishing the above-described entry points the Navy plans to install a temporary Controlled Industrial Area (CIA) fence that will encompass the project site.

Task Order Package #1 – Marine (est. $2-3B)
Task Order Package #2 – Dry Dock (est. $3.5-4.5B)
Task Order Package #3 – Infrastructure (est $3.5-4.5B)
Task Order Package #4 – Caisson (est. $200-$300M)
