This announcement constitutes a Sources Sought (SS) for information and planning purposes in accordance with procedures under FAR Part 13 Simplified Acquisitions. The Service Contract Division, C410, Norfolk, Norfolk Naval Shipyard (NNSY), Portsmouth, VA, 23709-5000 intends to negotiate a Firm Fixed-Price contract for Shuttle Services as defined by the attached Statement of Work (SOW). This is not a solicitation announcement for proposals and a contract will not be awarded from of this announcement. This announcement is not to be construed in any way as a commitment by the Government, nor will the Government pay for the information submitted in response.
The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive, and/or a total Small Business Set-Aside. The anticipated North American Industry Classification System (NAICS) code is 485113, Bus and Other Motor Vehicle Transit Systems, which has a corresponding Size Standard of $32.5M, and Product or Service Code, (PSC) of V212 Transportation/Travel/Relocation- Travel/Lodging/Recruitment: Motor Passenger.
This notice is for informational and planning purposes only, and is not to be construed as a commitment by the U.S. Government, nor will the U.S. Government pay for information solicited. The Government will not return any information submitted, nor will the Government compensate any company who responds to this Notice. Large and small companies that have experience with these services are encouraged to respond to this notice. If applicable, identify your small business status to the identified NAICS code. Please provide a capabilities statement, estimated Rough Order of Magnitude (ROM), and confirm your availability to provide the described service/supplies by the estimated start date of September 2nd, 2025. By submitting information, the vendor is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Furthermore, prospective awardee must be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment. Contractors may obtain information on registration and annual confirmation requirements by calling 866-606-8220 or via the Internet at http://www.sam.gov.
