Summary of Work: This Design/Build construction contract includes restoration of the Sinclair Brook Channel, construction of new channel improvements, installation and replacement of culverts, replacement and repair of vehicular and pedestrian bridges, fixing scour and erosion from storm damage, cleaning up debris in the channel, stabilizing banks, address drainage and other deficiencies in the area. The project area encompasses the Sinclair Brook from the North Powerplant, the drainage areas around USMPAS, the drainage areas around the Mint, the drainage areas around the ski slope and the drainage areas as the brook travels through the Golf Course at West Point. This project is planned for advertisement starting in April 2025, with an award planned for by September 2025. This Design/Build Contract will be procured with a 2 phase Best Value Trade-Off (BVTO) Solicitation. Phase 1 will examine past performance and past experience of the prime contractor, the proposed designer and their sub contracts. The top 5 firms from those that have submitted in phase 1 will then be asked to submit a proposal for phase 2. Phase 2 will evaluate schedule, technical approach and price. The Offeror who represents the best value to the Government will be selected for award. The contract duration will be 540 calendar days for the entire project Design and Construction.
