    SLAC B040A Metrology Lab – Design-Bid-Build

    The B040A Metrology Lab Project is a key infrastructure modernization initiative within SLAC National Accelerator Laboratory's broader mission to support next-generation quantum measurement technologies.

    The project entails demolition and reconfiguration of approximately 1,465 square feet of laboratory space. The renovated areas will support a Metrology and Packaging Lab, including ISO6 clean tent space, cryogenic systems, wet tools, and data acquisition equipment. New finishes, structural reinforcement, equipment anchorage, and MEP upgrades (including 480V service and card reader infrastructure) are included.

    The project involves the renovation of existing laboratory Rooms 103, 104, 105, and 106 within Building 040A, to accommodate metrology and packaging operations. These spaces will support precision cryogenic tools such as Dilution Refrigerators and Gas Handling Systems (GHS), and are essential for calibrating superconducting quantum devices.

    Minimum Qualifications

    • The Offeror’s General Contractor’s license has not been revoked within the past five (5) years.
    • The Offeror’s company has not been debarred within the past five (5) years from working on any U.S. government contracts/subcontracts.
    • Neither the Offeror’s firm, nor any of its owners or officers have been convicted of a crime involving the awarding of the contract of a government (U.S. Federal, State, and City) construction project, or the bidding or performance of a government contract.
    • Offeror must have an established local office for a minimum of 2 years in the San Francisco Bay Area. The San Francisco Bay Area is defined as the following 10 counties: Santa Clara, San Mateo, San Francisco, Alameda, Contra Costa, Marin, Napa, Sonoma, Solano, and Santa Cruz Counties
    • The Offeror must list any U.S. projects within the past five (5) years that have been terminated for default. The Offeror’s company cannot have any U.S. projects within the past five (5) years that have been terminated for default.
    • The Offeror must have previous experience working at Department of Energy (DOE) and/or Department of Defense (DOD) Facilities

    Scope

    The work in this subcontract package shall include all management, oversight, labor, tools, materials, equipment, and other services needed to safely execute the work outlined in the attached BIO approved documents. Work shall be executed with minimal disruption to adjacent operational labs and in full compliance with SLAC, DOE, and ES&H standards. Provide polished concrete flooring (to be installed prior to the cleanroom being assembled)

    Demolition and Preparation:

    1. Demolish existing casework, partitions, doors, and finishes as noted on architectural demolition plans.
    2. Remove and salvage ceiling tiles and light fixtures for reuse as indicated.
    3. Disconnect and cap existing utilities (e.g., N2, CA, MILIQ) as shown in plumbing demolition plans.
    4. Remove existing safety showers, polisher equipment, and dewar storage as noted in keynotes.
    5. Prepare floors for new ESD flooring as scheduled.
    6. Patch and repair any existing construction disturbed during demolition to match adjacent finishes.

    Mechanical and Plumbing:

    1. Install new exhaust, ductwork, and FFU bracing as required to support the clean tent plenum space.
    2. Provide new process cooling water connections and re-balance existing systems to support new lab equipment.
    3. Install new fan filter units (FFUs) and coordinate with existing HVAC systems for proper airflow and pressure requirements.
    4. Modify existing piping as required to support new equipment connections as indicated in the mechanical piping plan.

    Electrical and Telecom:

    1. Rewire existing electrical circuits to support new lab equipment, including compressors and control units.
    2. Install new LED lighting, light trees, and power outlets per electrical plans.
    3. Coordinate with telecom and security teams for card readers, ODM panels, and data cabling.
    4. Verify field conditions for all conduit routing prior to installation.
