The Missile Defense Agency (MDA) Aegis-Based Defense intends, when appropriations are available, to solicit a sole source contract beginning in government fiscal year (FY) 2026 to Raytheon Missiles & Defense (RTX) of Tucson, Arizona, for production and integration of Standard Missile-3 (SM-3) Block IIA missiles over six (6) years through 2032 as part of the Aegis-Based Defense Program. This will be a follow-on contract to contract number HQ0851-24-C-0001, which was awarded on a sole source basis to RTX for production of SM-3 Block IIA missiles. This requirement includes production control and operations support, cost management, engineering support, integration, configuration and data management, information security, quality surveillance and mission assurance, safety, hazardous material control and management, parts, material and process management, supply chain management, logistics, obsolescence monitoring, testing, and software quality assurance. RTX has been the All-Up Round Design Agent for all SM-3 variants, and possesses unique knowledge and specialized expertise, in-depth background, technical and management knowledge of requirements and processes, resident resources, plant facilities and proprietary data related to this complex and highly specialized Program. This expertise cannot be attained by any other contractor within the anticipated period of performance without duplicating costs that cannot be recovered through competition or creating an unacceptable delay in fulfilling the MDAs requirements. The MDA intends to solicit and negotiate with only one source under the authority of 10 U.S.C. 3204(a)(1) as implemented by FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. This notice of intent is not a request for competitive proposals. The MDA invites any other contractor that reasonably believes it can produce and integrate SM-3 Block IIA missiles without incurring duplication of costs, and without experiencing delays, to provide a capability statement electronically to Amy Roark, Contracting Officer, at amy.roark@mda.mil. Response to this notice must be submitted no later than 11:59 pm Eastern Time, 15 calendar days after the date of this announcement. The government will not reimburse any costs associated with capabilities statements or other correspondence submitted in response to this notice. A determination by the government not to compete this proposed contract, based on response to this notice is solely within the discretion of the government.
