The U.S. Army Combat Capabilities Development Command - Armaments Center (DEVCOM-AC) is issuing this sources sought notice as a means of conducting market research to identify potential sources interested in providing SmartUQ 10.1 or higher software licenses.
DEVCOM-AC integrates Uncertainty Quantification (UQ) tools, methods, and best practices into engineering modeling and simulations studies in science and technology which helps to accurately and effectively assess and improve armaments systems performance and reliability.

IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY.
3. Requirements:
3.1. Vendor shall provide maintenance, support, and software upgrades for the 13 LAN licenses (10 open and 3 secure site) of SmartUQ (v.10.1 or newest) software, which executes uncertainty analyses and design of computer experiments, over the next 5 years. This access shall be available continuously without interruption at Picatinny Arsenal, NJ.
3.2. The following Customer Support shall be provided:
3.2.1. SmartUQ license keys and remote support to DEVCOM-AC personnel related to installation of the software on individual user systems and installation and troubleshooting of the license servers.
3.2.2. SmartUQ software-related technical support and version updates for a period of one (1) year and continue annually as per option years.
3.2.3. SmartUQ technical statistics-related support with the implementation of UQ techniques via the SmartUQ statistical software.
3.2.4. Deliverables: Electronic access to upgraded versions of the software and licensing as appropriate.
4. Submission Details:
If your organization has the potential capability to provide the required software license and support, please provide the following information:
1.) Organization name, address, primary points of contact and their email addresses, Web site address, telephone number, CAGE Code and DUNS number, and size of business (i.e. large, small, disadvantaged, veteran owned, woman owned, etc.)
2.) Tailored capability statements addressing the requirements of this notice (e.g., product brochure, catalog, etc.). If significant subcontracting or teaming is anticipated to deliver the software license and support, please identify your major partners or suppliers.
3.) Whether your company will accept Government Purchase Card (GPC) as form of payment and if there will be any GPC processing fee applied.
