SOLE SOURCE-FUJIFILM MEDICAL SYNAPSE UPGRADE FOR RED LAKE HOSPITAL

NOTICE OF INTENT TO ISSUE SOLE SOURCE AWARD

The U.S. Department of Health and Human Services (HHS), Indian Health Service (IHS), Bemidji Area intends to award a Firm Fixed Priced Contract on a sole source basis to FujiFilm Medical, for the Red Lake Service Unit in Red Lake MN.

The sole source action will be issued under the authority of Federal Acquisition Regulation (FAR) 13.501(a) - only one source reasonably available. FujiFilm Medical Synapse is currently used for the hospital’s medical imaging program and specifically the diagnostic images requested by local providers.  Synapse is a vendor-neutral-archive which is used to store clinical medical images for the Red Lake Radiology Department. Red Lake is currently using this system for the storing and viewing of medical images. Fuji Medical is the developer, sole licensor and sole provider of technical support for the Synapse family of products. They are the only seller of these software upgrades and have no resellers. They are the only entity capable of providing the needed updates and support services. As long as Fuji Medical Systems remains the `owner' of the Synapse family of products, future purchases of Synapse licenses and technical support will have to be made from Fuji Medical Systems. In conclusion, no other source besides Fuji Medical Systems is capable of providing additional Synapse licenses and their technical support teams are the only ones capable of properly installing and configuring the Synapse application together with its associated databases.
