The United States Marshals Service (USMS) intends to negotiate/award a sole-source contract to The National Center for Missing and Exploited Children (NCMEC), Inc., 333 John Carlyle St. Ste 125, Alexandria, VA, 22314-5950, Cage Code: 315X0 and UEI: VLBMHDVQ4AP5, IAW FAR 13.501(a)(1). The NAICS code is 624110.
The United States Marshals Service (USMS) Investigate Operations Division (IOD) has a follow-on requirement to procure analysts to support the Sex Offender Tracking Team (SOTT). In July 2006, the Adam Walsh Child Protection and Safety Act (AWA) was passed naming the USMS as the lead federal agency responsible for enforcing sex offender registration laws. To accomplish this mission, the USMS established the National Sex Offender Targeting Center (NSOTC) - a multi-agency intelligence center that provides support to law enforcement agencies in enforcing sex offender registration laws. To meet the USMS mission and to comply with the AW A, the USMS requires the unique services provided by analysts from the SOTT of the NCMEC - a non-profit organization authorized under 42 U.S.C. 5773(b)(l)(N) that supports federal and state agencies in apprehending sex offenders. NCMEC SOTT has been historically providing federal and state investigators with invaluable assistance and information to identify and locate non-compliant sex offenders.
This notice of intent is not a request for competitive quotes. All interested parties may identify their interest and capability to respond to this requirement. Written responses to this synopsis shall contain sufficient documentation to establish a bonafide capability to fulfill the requirement. USMS will not be responsible for any costs incurred by interested parties in responding to this notice.
The determination not to compete this proposed contract action is solely within the discretion of the Government. The Government will not be responsible for any costs incurred by responding to this notice.
