1. Description of Requirement
The Indian Health Service (IHS), Albuquerque Area Office, Jicarilla Service Unit, intends to issue a sole source commercial item contract under FAR Part 12 for proprietary cloud‑based revenue cycle management tools provided exclusively by:

These commercial SaaS solutions integrate with the Jicarilla Service Unit’s existing EHR/PM systems and are licensed in accordance with FAR 12.212.

2. Justification for Sole Source
Market research confirms that Inovalon is the only responsible source capable of providing and supporting these proprietary systems. No other vendor has the legal or technical capacity to offer, integrate, or maintain the required products.
Sole‑source action is justified under FAR 6.302‑1.

3. This Notice Is Not a Request for Quotes
This Special Notice is issued only to announce the Government’s intent to negotiate solely with Inovalon.
No competitive solicitation will be issued.

4. Capability Statement Instructions
Interested parties may submit a capability statement only if they can demonstrate:

Proprietary access or licensing rights to Inovalon's systems, and
Full ability to integrate the systems without replacing or modifying the existing Inovalon‑based infrastructure.

Statements requiring alternative software or system migration will not be considered.

5. Response Deadline
Responses must be submitted by:

6. Intended Award
If no valid capability statements are received, the Government will award a sole‑source contract to Inovalon under FAR 6.302‑1.

7. Period of Performance
Period of Performance is Base + Four (4) Option Periods, as follows:

Base Year: 08/15/2026 to 08/14/2027
Option Year 1: 08/15/2027 to 08/14/2028
Option Year 2: 08/15/2028 to 08/14/2029
Option Year 3: 08/15/2029 to 08/14/2030
Option Year 4: 08/15/2030 to 08/14/2031
