Naval Surface Warfare Center (NSWC) Crane has a requirement for Hydrophone Transducer/Hydrophone Thermistor Connectors in support of TR-333 Hydrophone and TR-143 Transducer Program. Hydrophone/Thermistor Connectors Drawing 6933107-201, Thermistor Cable Connectors Drawing 6933108-201, Hydrophone/Transducer Connectors Drawing 6933108-202, Transducer Cable Connectors Drawing 6933109-201, and Hydrophone Connectors Drawing 6029162-203, are critical components required in the manufacture and repair of the SP24 Navigation TR-333 Hydrophones, TR-333 Hydrophone Cables, Thermistor Cables, and Transducer cables currently deployed in the Trident Submarine Fleet. They are to be used as replacement assets during normal refit, replenish, replacement operations for the SP24 Trident Navigation Subsystem Sonar on the TR-333 Hydrophone, TR-143 Transducer and the Thermistor sensors.
This procurement anticipates the following five-part numbers will be solicited:
NSWC Crane has a requirement for a non-commercial, 5-year firm fixed price (FFP) indefinite delivery indefinite quantity (IDIQ) contract. The proposed contract action is for the supplies in which the Government intends to solicit and negotiate with one source, Teledyne Instruments, Inc. (Teledyne) of 162 Corporate Dr., Portsmouth, NH 03801 under the authority of FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. In accordance with (IAW) FAR 6.302-1(a)(2)(ii), supplies have been deemed to be available only from the original source in the case of a follow-on contract for the continued production of highly specialized equipment, including major components thereof, when it is likely that award to any other source would result in (A) Substantial duplication of cost to the Government that is not expected to be recovered through competition or (B) Unacceptable delays in fulfilling the agency’s requirements.
Teledyne is the only responsible source capable of providing the undersea connectors and is the only vendor on the approved supplier list for SP24 Navigation. Teledyne is the original equipment manufacturer (OEM) of the Hydrophone Connectors, Hydrophone/Thermistor Cable Connectors, Thermistor Connectors, Hydrophone/Transducer Connectors, and Transducer Connectors.
All responsible sources may submit a capability statement, which shall be considered by the agency. However, a determination by the Government not to compete this solicitation is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
Contractors must be properly and actively registered in the System for Award Management (SAM) and the Joint Certification Program (JCP) in order to receive the controlled attachments. The solicitation and all changes to the requirement that occur prior to the closing date will be provided directly to Teledyne and those Offerors that submitted a capability statement, proposal, or quotation.
