The Naval Surface Warfare Center (NSWC), Crane Division, located in Crane, Indiana has a requirement for a five (5) year Indefinite Delivery-Indefinite Quantity (IDIQ) contract for the procurement and repair of Inertial Measurement Units (IMU) supporting repair components, associated specialized test equipment, associated support, spares, and the Test Teardown and Evaluation (TT&E) and Repair of the items. The requirement includes the procurement of new IMUs to support upgrades and spares, and for the TT&E and Repair of these parts to facilitate a shortened overall repair turn-around time of the MTS to increase availability. Items to be procured and/or repaired include, but are not limited to, IMU Model LN-200, IMU Model LN-200 E and associated line items which are components which support the Raytheon family of Electro-optic/Infrared (EO/IR) Systems known as the Multispectral Targeting System (MTS).
The proposed contract action is for the supplies or services for which the Government intends to solicit and negotiate with one source, Northrop Grumman Electronic Systems, 21240 Burbank Blvd, Woodland Hills, CA 91367, under the authority of FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. The requirement is being solicited on a sole source basis because the Government does not possess a complete technical data package to compete this action. A competitive procurement approach would require extensive cost duplication for non-recurring engineering, product validation, and an unacceptable delay in schedule to meet requirement needs.
All responsible sources may submit a capability statement or proposal which shall be considered by the agency. However, a determination by the Government not to compete this proposed contract based upon responses to this solicitation is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of re-evaluating the justification for sole source or limitation of sources and making a determination to change the acquisition strategy to a competitive procurement. Solicitations and amendments for this sole source action will not be posted to sam.gov and are available only from the POC identified below. The US Government is in no way liable to pay for or reimburse any companies or entities that respond to this announcement. Any costs incurred by interested companies in response to this announcement will NOT be reimbursed.
