    Description

    This solicitation for offers (SFO) is identified as SFO LI-14193. 

    The United States of America acting by and through the Department of the Navy, seeks to award a 10 year lease with no renewal options for space that meets the following requirements:

    1. Space offered must provide for a minimum of approximately 19,979 square meters (SQM) of climate controlled warehouse, exterior laydown and parking to accommodate approximately 100 personnel as described in Attachment A, Minimum Facility Requirements. The space will primarily be used for storage and maintenance of vehicles and vehicle equipment. The Navy prefers space up to, but not to exceed, approximately 33,022 SQM as further described in Attachment A; and
    2. Space offered must be located within the Subic Bay Metropolitan Authority (SBMA) Freeport area or the Clark Economic Freeport Zone (SBMA-Clark Corridor) and be located within 96.56 kilometers (60 miles) of the NSD Compound Entrance Gate located at Argonaut Hwy, Subic Bay Freeport Zone, Olongapo, Zambales, Philippines as described in Attachment B, Area of Consideration; and
    3. The Navy prefers for offered space to be ready for beneficial occupancy no later than May 15th, 2026. Offers that can support providing a complete and useable facility after May 15th, 2026 may be considered.

    Lease award is anticipated to be made no later than August 15th, 2025. If awarded, the lease must be executed no later than September 30th, 2025. The commencement date for any lease awarded must be within 12 months of lease execution. Offers for SFO LI-14193 are due by June 17th, 2025 at 11:59 PM Hawaii Standard Time.

    All pre-proposal inquiries (PPI) in relation to this Solicitation for Offers (SFO) must be addressed via electronic mail to the Real Estate Contracting Officer’s (RECO) designated representatives at the emails listed below, and the Subject line shall be marked “SFO LI-14193”.  Offerors are requested to utilize Attachment I – Pre-Proposal Inquiry (PPI) Form to submit questions, clarifications and other requests for general information to the following:
