THIS IS FOR MARKET RESEARCH PURPOSES ONLY – This notice does not constitute a solicitation announcement or restrict the Government to an ultimate acquisition approach and NO AWARD will occur from this notice. NO SOLICITATION, SPECIFICATIONS, OR DRAWINGS are available for this Notice. This is NOT a Request for Proposal (RFP) or Invitation for Bid (IFB).

    INTRODUCTION:

    The U.S. Army Corps of Engineers, Detroit District, is issuing this Sources Sought notice and conducting market research as a means to identify the interest and capabilities of both small and large business entities for construction services for demolition of 44 existing lighting fixtures and existing underground wiring within the boundary of Upper and Lower Canal Park, located immediately upstream of the Soo Locks Visitor Center and within the park space between the Visitor Center (312 W. Portage Avenue) and the Maintenance Support Building located at 219 W. Water Street in Sault Ste. Marie, Michigan.

    Installation:

    The project includes installation of:

    - Approximately 67 new light poles with LED luminaires and concrete bases

    - Associated new underground electrical power supply wiring in Upper and Lower Canal Park

    a. The proposed lighting system will connect to the existing electrical supply panels which supply power to the existing lighting within the park spaces.

    b. The proposed project will improve the illumination of the existing park walkways, improve park security, reduce electricity usage, and improve snow removal operations from the walkways and park areas adjacent to the Visitor’s Center and Maintenance Support Building.

    Target Areas/Contractor Capabilities:

    - Electrical conduit layout work utilizing trenchless methods

    - Small diameter underground electrical cabling (either directional bore or open cut)

    - Overhead lighting installation (poles and luminaires)

    - Outdoor lighting wiring and electrical panel connections

    - Small concrete installations for lighting bases

    - Small pavement repairs for any necessary walkway cuts (concrete slab/asphalt)

    The estimated cost of construction is between $1,000,000.00 and $5,000,000.00.

    BASED ON THE RESPONSES TO THIS SOURCES SOUGHT NOTICE/MARKET RESEARCH, THIS REQUIREMENT MAY BE SET-ASIDE FOR SMALL BUSINESSES (IN FULL OR IN PART) OR PROCURED THROUGH FULL AND OPEN COMPETITION. All Small Business Set-Aside categories will be considered. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions.

    The North American Industrial Classification System (NAICS) code is 238210 – Electrical Contractors and Other Wiring Installation Contractors, which has a small business size standard of $19.0 million in average annual receipts. The Product Service Code (PSC) is N062 – Installation of Equipment- Lighting Fixtures and Lamps. Businesses of all sizes are encouraged to respond; however, each respondent must clearly identify the firm’s business size in the attached questionnaire. Small business firms interested in performing this work are strongly urged to respond to this notice. Responses to this Sources Sought Notice will be used by the Government to make appropriate acquisition decisions.

    The work for this requirement is expected to be completed by the end of calendar year 2026.

    This is expected to be solicited in the fourth quarter of FY 25.
