IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY.


    REQUIREMENTS:
    Contracted Logistics Support of A-29C Integrated Weapon System (IWS), which is defined as the Air Vehicle (AV), Mission Planning System (MPS), Cockpit Procedures Trainer (CPT), Mission Debrief System (MDS), Alternate Mission Equipment (AME), and all associated hardware and software.
    The support requested will include maintaining the aircraft in a Mission Capable status and operations to include Sustainment Engineering and Supply Management.
    The following is an example of requirements for the operational unit: Base flying hours Contracted Logistics Support (CLS): 500 hours/year
    1. Includes sustainment, publications, systems engineering, etc.
    2. Minimum one sortie daily (20 days/month) with turn pattern of 1x1 most fly days
    3. Maintenance of assigned aircraft (3 A-29C)
    4. MC Rate: 80%
    5. Utilize the developed Mission Essential Task List (MESL) for status reporting criteria
    6. Flex for night sorties with advance coordination
    7. Maintenance and support Government Furnished Equipment (GFE)
    a. Includes GFE used for munitions, aircraft maintenance, and pods
    8. Special Instrumentation and Engineering Support for Temporary – (T-2) modifications, to include installation
    9. Documentation of weight & balance activities in Automated Weight & Balance System (AWBS)
    10. Ability to ramp up support for additional flying hours as described in Table 1.

    Note: Minimum turn time is 3.0 hours with munitions upload, 2.0 hours without munitions upload. Hours required per month are based on historical distribution of hours along current unit’s flying patterns. Average sortie durations will be 1.5 hours. Sorties patterns are NTE 2x2 based on unit input.

    Companies who believe they can provide this capability must demonstrate that your company currently possesses or has authorized access to the necessary technical data, or has a viable plan to obtain, generate, or otherwise secure the necessary technical data, and show that it will be maintained throughout the duration of the effort being solicited. You may also highlight unique data generation techniques used by your company, or areas where modifications can be performed, or the capability can be provided, without technical data provided by the Government or original equipment manufacturer (OEM).


    This Sources Sought is a market research tool being used to determine potential and eligible small and or other than small business firms capable of providing the supplies/services described herein prior to determining the method of acquisition and issuance of a Request for Proposal. Any future contract actions that the Government may intend to procure will be synopsized on the Government wide Point of Entry (GPE) as applicable in accordance with FAR 5.201(b).
