    2.    Project Description and Contracting Procedures

    Scope of Work
    The USACE Middle East District is assessing industry capability to perform construction-related services for Sustainment, Restoration, and Modernization (SRM), simplified acquisition of base repair requirements, real property maintenance, and small-scale renovation efforts at various sites throughout Israel.

    JOC Framework
    This contract vehicle utilizes a framework featuring pre-established repair, maintenance, and minor construction task specifications and baseline prices. Individual task orders will be defined and priced using a government-furnished Unit Price Book (UPB)—specifically the Dekel Cost Book, tailored for local standards in Israel.
    The baseline unit prices in the UPB encompass only direct material, labor, and equipment costs. To account for indirect operating expenses, overhead, and profit, the contractor will apply a proposed coefficient (adjustment factor) multiplied by the baseline UPB prices to determine the final, binding price of each individual task order.

    Procurement and Award Method
    • Solicitation Process: The anticipated solicitation will be provided to offerors who have been vetted through a prequalification process.
    • Evaluation Continuum: Contract award will be executed on a firm-fixed-price basis using the best value trade-off source selection continuum.
    • Anticipated Timeline: Should the acquisition proceed, USACE anticipates issuing the solicitation and subsequent award in Fiscal Year (FY) 2027.
    • Funding: The majority of work will be administered under Foreign Military Financing (FMF). However, a small portion of the work may be administered with U.S appropriated funds. United States procurement laws and regulations apply. Each task order will be awarded and paid in U.S. dollars.

    3.    Key Requirements
    • U.S. Entity Status: Firms must be a 100% U.S. Owned and Operated Entity, licensed to conduct
    business in the State of Israel. Any joint venture requires each participant to be a U.S. firm.
    • Performance Surety: The awardee must furnish a performance surety (Performance Bond on SF 25 per FAR 52.228-15) sufficient to cover the stated estimated of the annual maximum contract value.
    • Payment Surety: The awardee must furnish a payment surety (Payment Bond on SF 25A per FAR 52.228-15) sufficient to cover the stated estimated of the annual maximum contract value.
