This Sources Sought Solicitation is being issued in accordance with RFO FAR Part 10, Market Research. The purpose of this notice is to gain knowledge of potential sources for this project including interested Small Business Concerns. The Government welcomes responses from all interested parties; however, no decision or award of contract will be made based on responses from industry. The Government will not pay for the preparation of, nor the subsequent use of, information submitted in response to this Solicitation. Respondents will not be notified of the outcome of the Governments review of the information received. Additionally, the Government does not intend to hold discussions concerning this Solicitation with any interested parties but reserves the right to contact vendors if additional information is required for clarifications as it pertains to the Solicitation. Project Information The Contractor shall provide non-personal services, to include all plant, labor, transportation, materials, tools, equipment, appliances, and supervision necessary for the construction of a Combat Rescue Helicopter (CRH) Operational Flight Trainer (OFT) simulator facility at Moffett Air National Guard Base (ANGB), Mountain View, California. The magnitude of construction for this effort is $10,000,000 to $25,000,000. This project will provide an approximately 8,202 gross square foot building consisting of a multi-story, high bay area to house the CRH-OFT simulator, with a single-story area containing CRH mission planning, briefing and debriefing rooms, administrative areas for training and support staff, OFT maintenance and parts storage rooms, secure and non-secure tele-communication rooms, latrine facilities and mechanical, electrical and utility support rooms utilizing conventional design and construction. The building will be of permanent construction with electrical, mechanical, HVAC, plumbing, wet sprinkler fire suppression, fire detection, access control, direct digital control, and utility management. The exterior walls will be constructed with cavity wall construction including interior non-load bearing metal studs (or CMU wall backup at Simulator Bay) with gypsum board and exterior CMU veneer and metal panel. Air space and insulation to be located inside the cavity wall to meet Energy Code requirements. The primary roofing materials will be standing seam metal roofing to match other installation facilities and the perimeter sloped roof design will include a prefinished standing seam metal roof panel system over rigid insulation. The exterior walls will be constructed with cavity wall construction including interior non-load bearing metal studs (or CMU wall backup at Simulator Bay) with gypsum board and exterior CMU veneer and metal panel. Main entrance doors will be a pair of anodized aluminum storefront entrance doors with insulating glass including a sidelight. The Mechanical, Electrical, Sim Bay and secondary egress doors will be painted, insulated hollow metal door and frames with controlled access. Antiterrorism/Force Protection elements are incorporated. Supporting facilities include landscaping, utilities, pavements, storm drainage, sanitary sewer, site improvements, communications support, cybersecurity control systems, and tempest security. The NAICS code for this requirement is 236220, Commercial and Institutional Building Construction. The Small Business Administration size standard for small businesses in this industry is $45,000,000. Instructions to Interested Firms All interested concerns should submit a written notice, not to exceed five (5) pages, stating the concerns positive intention to submit a proposal as a prime contractor no later than the deadline posted with this notice. Responses to this Solicitation should include the following information: A positive statement of intent to submit a proposal as a prime contractor, A listing of relevant projects completed during the past five (5) years for both Government and private industry. The list should provide the type of project, dollar value, contract number, location, and point(s) of contact. Also, please indicate whether the firm was a prime or subcontractorif the firm was a subcontractor, please provide a point of contact with the prime contractor, A brief outline of resources, subcontractors, and key personnel that would be used to accomplish the contract, and Demonstration of the firms socioeconomic status (i.e., SB, 8(a), HUBZone, EDWOSB, WOSB, SDVOSB, etc.), and size. If adequate small business firms are not available for adequate competition for this project, it may be advertised as an unrestricted solicitation.
