1. Synopsis and Description of RequirementThe Naval Information Warfare Center (NIWC) Pacific is conducting market research to identify parties having the resources and technical capability to provide software development, maintenance, and engineering support services for the Adjunct Processor (AP) Multi-Link Interface Unit (MLIU) software. This proprietary software is a critical component of the Command and Control Processor (C2P) family of systems, providing essential tactical data link and situational awareness capabilities to afloat and shore-based units. Required support includes, but is not limited to:Software maintenance and troubleshooting.Development and integration of software/firmware updates.Addressing Information Assurance Vulnerability Alerts (IAVAs).System integration and testing.Subject Matter Expertise (SME) support for fleet-reported issues.2. Proprietary Nature of the RequirementThe Government does not own the source code, technical data, or software rights for the AP MLIU software. The original developer, designer, and sole proprietor of the complete technical data package (TDP) and associated intellectual property is Ultra Electronics.Therefore, any interested party must be able to demonstrate legal access to, and the right to use and modify, the proprietary Ultra Electronics AP MLIU software source code and associated technical documentation.3. Requested Information from Interested PartiesInterested parties who believe they are capable of providing the required services must submit a concise capability statement. The statement must be no more than ten (10) pages and, at a minimum, must address the following:Company Information: Company name, address, point of contact (name, email, and phone number), CAGE code, and business size under the identified NAICS code.Technical Capability: A detailed description of your company experience providing software engineering and maintenance support for the specific C2P AP MLIU system.Proprietary Data Rights: Verifiable proof of legal access to and/or license agreements for the proprietary Ultra Electronics AP MLIU source code and technical data. This is the most critical element of the response. A simple statement of capability without demonstrable proof of data rights will be considered insufficient.Past Performance: A summary of recent and relevant contracts (within the last three years) for similar requirements.4.
