SOURCES SOUGHT FOR DOG FOOD - GSA IDIQ CONTRACT

After reading the RFI, interested contractors are requested to submit the enclosed "Sources Sought Questionnaire," by April 10, 2025 at 12:00PM ET through the eBuy system or sam.gov.

This is a RFI, SOURCES SOUGHT NOTICE, issued by the General Services Administration (GSA) seeking information from prospective vendors interested in providing dog food for the National Stock Number (NSN) Program. 

At this time, GSA is gathering information for a procurement, which may result in a Single-Award Indefinite-Delivery Indefinite-Quantity Contract using FAR Part 13 Simplified Acquisition Procedures. 

NAICS Code (North American Industry Classification System) 459910 - Pet and Pet Supplies Retailers applies to this RFI.  Note: NAICS Code 459910 must be added to all quoters' System for Award Management (SAM) record (https://www.sam.gov) to be eligible to submit a quote for the formal Request for Quote (RFQ), which will be posted in the future.

The Government will use the Responses from this RFI to determine appropriate set-aside, such as total small business set-aside or a further socioeconomic set-aside, for this BPA. However, all interested firms are invited to submit a response to this RFI. 

Contractor Teaming Arrangements (CTA) are permitted. Orders will be requisitioned by customer agencies, and GSA will issue purchase orders for the requested items to the GSA MAS awardee for direct delivery to the ordering agency. 

The Government intends to award a fixed price contract, with consideration to economic price adjustments. 

The nutritional requirements for this dog food are in the Attachment 2, Military Working Dog Nutritional Requirements. GSA is anticipating making the tiered dog food brand name specific to Purina All Pro Plan (chicken and rice variety). 

It is anticipated that the RFQ will include the following technical factors:  
(1) Compliance with technical characteristics
(2) Past Performance

The specific evaluation factors will be described in the RFQ.
