    Description

    The Government intends to procure, under only one responsible source, where no other suppliers or services will satisfy the agency requirements. The Naval Facilities Engineering Systems Command, Hawaii (NAVFAC Hawaii) is conducting market research to determine if other potential products/services can provide an integrated radio frequency (RF) alarm panel system with performance capabilities equivalent to the Motorola ACE3600 Remote Terminal Unit (RTU) paired with the Motorola APX6500 mobile radio, manufactured by Motorola Solutions, 500 W Monroe Street, Chicago, IL 60661. The alternate product/service must meet the following requirements/specifications:

    Provide a rugged, high-reliability RF alarm panel system designed for remote monitoring and control applications in caisson and waterfront environments, incorporating the following performance capabilities:

    • System Functionality – Must provide real-time RF-based remote alarm monitoring and signaling capability for caisson and waterfront utility infrastructure. System must support programmable logic-based control functions, multi-zone alarm inputs, and remote status telemetry.
    • System Compatibility – Must support secure VHF/UHF RF communications and must fully integrate with the existing Motorola-based head-end monitoring and control infrastructure without requiring reprogramming, reconfiguration, or modification of existing supervisory software. Seamless operation within the established architecture is required to maintain continuity of operations and avoid disruption.
    • Environmental Durability – Equipment must be designed for long-term operation in harsh outdoor marine environments, including exposure to salt spray, humidity, high temperatures, and water intrusion. Minimum IP65-rated enclosures or equivalent.
    • Electrical Requirements – Capable of operating from standard 24VDC or 120VAC power supplies. Must include surge protection and internal power regulation suitable for shipyard/marine power systems.
    • Form Factor and Mounting – Equipment must support enclosure-mounted or wall-mounted installation with robust physical interfaces suitable for use in the caisson. Vibration and impact resistance are required.
    • Certifications and Compliance – Equipment must comply with FCC regulations for RF transmission, as well as applicable MIL-STD or IEEE standards for industrial control and marine environments.

    Interested parties with a comparable product meeting the requirements described in this announcement are invited to submit complete technical data, information and specifications in order for the Government to conduct an evaluation of your product to ensure compatibility with the existing system.  Technical response shall be typed, at least 11 point Times New Roman or larger, single-sided 8.5 by 11 inch pages and submitted in Adobe PDF format.  Also, provide company information and point of contract (name, title, email, phone, mailing address).

    The Government will not reimburse any responder for any costs associated with information submitted in response to this sources sought announcement.

    Any information provided to the Government in response to this request for information (RFI) will become U.S. Government property and will not be returned.  All proprietary or classified information will be treated appropriately.  The Government reserves the right to disregard any submittal that is incomplete or vague. Please do not submit your company brochure.
