This is a Synopsis Notification (Intent to Sole Source).  The Mission and Installation Contracting Command (MICC) at West Point intends to negotiate and award a purchase order on a sole source basis to only one responsible source in accordance with FAR 13.106-1(b)(1)(i).  "Only one responsible source" is based on the company being the sole developer and provider of the product and/or service and is therefore the only source capable of satisfying the Government's requirement.  The Government intends to solicit and negotiate with:    Audio-Video Corp. (AVC)    213 Broadway    Albany, NY 12204-2729       This is a renewal requirement for a Customer Care Warranty Agreement between the US Military Academy and Audio-Video Corp.  The renewal is in support of a pre-existing warranty that covers the audio/video/electrical work and services that were done under Contract W911SD23P0035 for the Riverside Café at West Point.  The current warranty expires on 02/23/2024.  The renewal warranty will be for a one-year period from 02/29/24 through 02/28/25.   CLIN 0001 Vendor:  Audio-Video Corp. (AVC) Part#: AVSG_CCA_Year_5 Requirement:  AVC Customer Care Warranty Agreement Period of Performance:  02/29/2024 through 02/28/2025 Location:  Riverside Café – West Point, NY Quantity:  One (1) Year This is a 100% set aside for Small Business under NAICS Code 334310; SBA Size Standard 750 employees.  This is considered a sole source to AVC because of all of the equipment, parts, components, and services that were purchased, installed, and processed under Contract W911SD19P0248 were purchased only from AVC and installed solely by AVC-trained Service Technicians.  As such, according to AVC, the warranties will be voided if any of its equipment, parts or components are serviced by any other source or by Service Technicians that were not trained or certified by AVC. This Notice of Intent is not a request for competitive proposals and no solicitation document is available.  However, any interested party that believes can meet our requirement may identify themselves but must submit evidence of their capability to fulfill the requirement as an authorized partner / seller of Atlas Systems, Inc.  If you are an authorized partner / seller of Audio-Video Corp., you must provide written proof from Audio-Video Corp. stating you are authorized to supply / sell their license subscriptions as well as access to their digital platform, its contents, and materials on their behalf (* INFO WILL BE VERIFIED *).  All interested parties must provide the following data with their responses:  1.  Company Name and Address 2.  SAMs Unique Entity ID (UEI) 3.  CAGE Code 4.  TAX ID# (aka “EIN” or “TIN”) 5.  NAICS Code (must be registered with NAICS 334310 to qualify) 6.  Business Size (must specify “Large” or “Small”) 7.  Company POC, Email, Phone# 8.  Proof (no exceptions) - - a.  Authorization letter from Audio-Video Corp.  stating you are authorized to supply / sell their license subscriptions as well as access to their digital platforms, its contents, and materials on their behalf.   A determination not to compete the proposed requirement based on the responses to this notice is solely within the discretion of the Government.  Any information received will be considered solely for market research purposes to determine a competitive procurement.  Responses must be submitted via email only by the No-Later-Than (NLT) closing date and time stated below.  Telephone responses or requests will not be accepted.  All replies / documents must be submitted via email only to tara.m.damico.civ@army.mil NLT Tuesday, February 27, 2024 @ 12:00 PM Eastern Standard Time (EST).
