    Project Title: Unaccompanied Enlisted Personnel Housing (UEPH), Joint Base Myer-Henderson Hall (JBMHH), Virginia

    The purpose of this special notice is to seek industry feedback regarding subcontracting goals that will be incorporated into the solicitation.  Per FAR 19.702(a)(1)(i), in negotiated acquisitions, each solicitation of offers to perform a contract that is expected to exceed $900,000 ($2 million for construction) and that has subcontracting possibilities, shall require the apparently successful offeror to submit an acceptable subcontracting plan. The below goals are a percentage of total subcontracted dollars and not a percentage of the total contract value.  Please note that a project labor agreement (PLA) will be required for this project in accordance with FAR Subpar 22.5 – Use of Project Labor Agreements for Federal Construction Project.

    Small Businesses are exempt from submitting a subcontracting plan in accordance with FAR 19.702(b)(1). 

    The U.S. Army Corps of Engineers Baltimore District is seeking industry feedback on the following:

    • Provide your suggestions to the below subcontracting goals. Should they be adjusted or remain the same for this project?
    • Provide your justification/rationalization for your suggested proposed goals.
