    Description

    This Sources Sought is in support of Market Research being conducted to identify potential manufacturing/supply sources capable of producing H-60 and H-64 T700 Series Engines, H-60 and H-64 T700 Series Engine Module Assemblies, H-60 and H-64 T700 Series Engine Control Units, and T700 Series Engine Shipping and Storage Containers, in support of the Aviation Turbine Engines Project Office (ATE PO). Individual T700 Series Engine Modules assemblies include Cold Section Module, Hot Section Module, Power Turbine Module, and Accessory Section Module.  It is the US Army’s intent to award a production contract to a single supplier of all systems and will not award multiple contracts for the engine and its accessories. 

    The T700 Series Engine, Engine Module Assemblies, and Engine Control Unit must be qualified for installation on H-1, H-60, and H-64 Aircraft and meet Airworthiness Release (AWR) criteria to be integrated into H-1, H-60, and H-64 production helicopters without any permanent modification to the aircraft hardware, software, product support systems, and integrated logistics support. 

    The Government does NOT own a Technical Data Package (TDP) for the T700 series engine, including system/subsystem drawings, tooling drawings, software source code or models and simulations.

    All responsible sources may express their interest and provide capability statements in response to this notice.  The result of this market research will contribute to determining method of procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Only approved sources will be solicited, and source approval may be required.  Clearly mark any proprietary information. Data submitted in response to this Sources Sought that is marked “proprietary” will be handled accordingly and will not be returned.

    The Government intends to solicit and award a Fixed Price, Indefinite Delivery Indefinite Quantity contract for these requirements. The anticipated contract period of performance is January 2030 through December 2034.

    The purpose of this Sources Sought is to determine interest, industry capabilities, and recommendations from industry vendors regarding T700 Series Engine production for the Capability Program Executive Aviation (CPE Aviation) ATE PO.

               Description of Information Requested:

    1. Provide company information including:
      • Company name and address.
      • Size of company (number of personnel, total revenue, ownership, CAGE Code, Parent Corporation, etc.).
      • Point(s) of contact including name, phone number, address, and email and length of time in business.
      • Geographic presence.
    2. Provide evidence that the offeror’s T700 series engine is qualified on the H-60 and H-64 aircraft.  This can either be a complete collection of qualification test and analysis data, or a signed authorization of airworthiness from the Army Systems Readiness Directorate.
    3. Provide evidence that the offeror’s T700 series engine is equivalent (ie. fit, form and function) to the current T700-GE-401C, T700-GE-401D, and T700-GE-701D engine configuration to ensure all of the existing field, depot, logistical and Government owned support equipment is compatible. 
    4. Provide any other pertinent information that will assist us in this assessment.
    5. Describe how your organization would support the complete lifecycle of the T700 series engine in the following areas:
    • TDP Availability.
    • System Safety.
    • Integrated Logistic Support (ILS) and associated documentation.
    • Facilities and personnel resources.
    • Depot Maintenance Work Requirement (DMWR) and Technical Manual (TM) generation, management, and edit.
    • Engineering support to resolve manufacturing problems, field issues, and component failure investigations.

    And specifically with respect to capabilities to support the following areas:

    • Facilities capable of performing engine-level testing.
    • Ensuring that all quality escapes are promptly reported and assessed for impact.
    • Ensuring that all engines are compliant with requirements in the applicable engine model specification and existing quality systems (ANSI/ISO/ASQ 9001:2000, AS 9100 or equivalent).
    • Ensuring that all hardware meets the requirements of the Army Critical Safety Item (CSI) program

    All interested firms with capabilities identified herein are encouraged to respond to this Sources Sought.  Reponses to this Sources Sought are to be sent via email to Brian Ridley at brian.t.ridley.civ@army.mil.  Respondents are requested to put “Sources Sought Response – T700 Series Engine Production” in the subject line of the e-mail.

    Electronic transmissions must not exceed 5 megabytes and responses in the form of white papers should be limited to 20 pages in length and may include technical specifications and product sheets as deemed necessary. All material submitted in response to this Sources Sought must be unclassified.
