    THIS IS A NOTICE OF INTENT TO AWARD A SOLE-SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE PROPOSALS The Space Rapid Capabilities Office (SpRCO) intends to issue a sole source indefinite delivery indefinite quantity (IDIQ) contract to Utah State University (USU), Space Dynamics Laboratory (SDL), 416 E Innovation AVE, North Logan, Utah, 84341-1205 (Cage Code: 05924). The NAICS Code is 541715 – “Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology)”, with a Size Standard of 1,000 employees. Under the approval of ASD(R&E), the Department of War (DoW) has a strategic relationship with DoW-sponsored University Affiliated Research Center (UARC) laboratories that conduct science, technology, and engineering (ST&E) work on their behalf. Each UARC has areas of expertise that are identified as core competencies that it must provide in support of its mission to support the DoW. This IDIQ will be coordinated with the Primary Sponsor (SAF/SQ). USU, SDL is a DoW UARC, for the following core competencies: (1) Electro-optical sensor systems research and development; (2) Ground-, airborne-, and space-rated instruments and payload development, test and evaluation integration, validation, and operations to include technology insertion including form, fit, function, and miniaturization of mechanical, optical, and electronic devices; (3) Modular open systems architecture for airborne, space, and ground applications; (4) Autonomous and intelligent unmanned sensor systems; (5) Geo-based active stabilization and pointing for airborne, space, and ground applications; (6) Large-scale data processing, handling, compression/decompression, and visualization techniques for sensor analysis, data exploitation, data fusion, and data dissemination; (7) Phenomenology measurements, modeling, and simulation; (8) Sensor modeling and simulation; (9) Small/micro satellite sensor systems and components; (10) Prototype development of ground systems to support ground, airborne, and space instruments; and (11) Cyber analytics and high-speed networks. USU, SDL is the only responsible source to provide the above ST&E tasks and is the only DoW UARC that can fulfill those tasks herein. UARC's specializes in unique core competencies, and there cannot be more than one UARC that specializes in the same competency. In accordance with FAR 6.302-1 (10 USC 3204(a)(1)), USU, SDL has demonstrated being the only responsible and capable DoW UARC to provide the aforementioned core competency herein. This notice of intent is published for informational purposes only and is NOT a request for competitive proposals and no solicitation document will be posted for the requirement. Interested sources who submit data are responsible for appropriately marking information if it is proprietary in nature. The Government shall not reimburse interested sources for any information provided. No request for capability briefings will be honored. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Interested vendors must respond to this notice on or before 1100 MST, 02 March 2026 to both the Point of Contacts listed on this announcement. A Sole Source Justification will be attached to the subsequent Notice of Award in accordance with applicable regulation.
