Delta 9 Operational Training Support

1. General Information: Disclaimer:

This Request for Information (RFI) is issued solely for information and planning purposes (market research). This RFI does not constitute a solicitation (Request for Proposal (RFP), Request for Quotations (RFQ), or a promise to issue a solicitation in the future. This RFI does not commit the Government to contract for any supply or service whatsoever. Furthermore, the Government is not at this time seeking proposals and will not accept any unsolicited proposals. Respondents are advised the Government will not pay for any information or administrative costs incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the responding party’s expense. Any information submitted by respondents to this RFI is strictly voluntary. All submissions become Government property and will not be returned. Questions relating to this RFI should be directed exclusively by email to the Primary and Alternate COs listed in Section 4.0, Submission details. Please provide all questions pertaining to the RFI NLT 25 Aug 2025 at 1200 MDT. 2.0 Description:

Space Delta 9 (Del 9) is critical to the US Space Force, responsible for generating, presenting, sustaining, and improving combat-ready forces capable of full-spectrum orbital warfare operations, experimentation, and technology demonstrations. This includes providing the combat power necessary to defeat space and counterspace threats, as well as supporting critical surveillance, reconnaissance, and close-proximity operations to safeguard freedom of action for US interests. Supporting units like 1 SOPS, 3 SOPS, and 5 SOPS, along with the intelligence support provided by Detachment 1, all contribute to a complex operational environment demanding advanced and realistic training.

Given the diverse mission requirements of Del 9 and its subordinate units, a robust operational training support service is essential. This support must encompass not only traditional orbital warfare tactics and techniques but also address emerging challenges in the space domain, including cyber threats and intelligence integration. The training must be adaptable to reflect evolving threats and technologies, ensuring that warfighters are prepared for the full spectrum of orbital warfare activities. Therefore, a comprehensive and innovative training approach is critical to maintain Del 9's combat readiness and ensure its continued success in defending US interests in space.

This requirement is being pursued under the Commercial Solutions Opening (CSO) pilot program as described in DFARS 212.270, Pilot Program for Commercial Solutions Openings. The goal is to leverage innovative commercial software solutions to enhance USSF warfighting missions.  Anticipated PoP for this requirement is 1 Sept 2026- 31 Aug 2031.

3.0 Information Requested:

Interested contractors are requested to provide a capabilities statement containing the following information:

3.1 Company Information: Company Name, CAGE/DUNS, Socioeconomic status, location, and point of contact.

3.2 Experience in Military Space Training:

• Briefly describe your experience developing and delivering military space training curriculum, including operational space activities and orbital warfare.
• Highlight relevant past projects and customer experience, focusing on the scope and complexity of the training provided. Include examples of training methods (e.g., simulator-based, classroom, online) that align with Del 9’s mission areas and any experience in a classified environment.
• Summarize your experience with instructional systems design (ISD) methodologies and compliance with relevant military training standards.
• Briefly describe your company's capabilities related to training program management, including planning, resource allocation, performance measurement, and continuous improvement.
• Briefly describe your ability to process and maintain appropriately cleared personnel.

3.3 Space Orbital Warfare Training Expertise:

Briefly describe your experience training personnel in space orbital warfare activities, including offensive and defensive operations, and your understanding of current and emerging threats in the space domain.

4.0 Submission Details:

Submissions shall not exceed 5 pages for all items associated with the response. Hard copy submittals will not be accepted. The Government will not accept company literature or marketing materials. Proprietary Information (PROPIN) will be safeguarded in accordance with applicable regulations. Respondents shall indicate which portions of its response are Intellectual Property (IP) and mark IP accordingly.

Foreign firms cannot participate in this acquisition at the prime contractor level. However, foreign firms can participate in this acquisition at the subcontractor level if they are eligible to do business with the US Government. Note: Offerors must comply with International Traffic in Arms Regulations (ITAR). The research and test data produced under a resultant contract may contain Military Critical Technology List (MCTL) information whose export is restricted by the Export Control Act (Title 22, U.S. Sec 2751, et seq.) or the Export Administration Act of 1979, as amended (Title 50, U.S.C., App. 2401, et seq.).

The government will evaluate responses based on the information provided related to experience in military space training and space orbital warfare expertise to inform acquisition strategy. The government may choose to hold one-on-one meetings with selected vendors after reviewing RFI responses.  Only responses to this RFI will be considered for any follow-up market research questions or clarifications about this requirement. It will not preclude a vendor from participating in a future Commercial Solutions Opportunity posted in the future.
