NOTICE OF INTENT TO SOLE SOURCE

FOR

Standards and Specifications Subscription Support

This is a NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT using Federal

Acquisition Regulation FAR 6.302-1(a)(2), 6.302-1(c), and 6.302-2. The US Army Contracting Command -Aberdeen Proving Ground (ACC-APG) Installation & Technology, 6472 Integrity Court, Bldg. 4401, Aberdeen Proving Ground, MD 21005; has a requirement to procure the following service:

The Army Futures Command Combat Capability Development Command - Chemical Biological Center (DEVCOM CBC) requires subscription to industry specifications and standards from multiple Standard Developing Organizations (SDOs). This effort will enable AFC to continue an AFC wide Standards & Specifications Information Solution in order to maintain existing efficiencies and cost savings. Current joint AMC-AFC contract is enterprise wide and made available via a single access portal. In accordance with PL 104-133 sec.12(d)(1), DoD no longer creates and issues standards and specifications, but instead relies on these SDO-issued documents, which makes them necessary, per DoDI 4120.24 and DoDM 4120.24. Compliance with these standards and specifications, many of them DoD approved and adopted, in AFC's research, development, engineering, and testing functions ensures that the materiel AFC is responsible for is sound in terms of professionally accepted standards and specifications. This compliance ensures the sustainability and maintainability of AFC materiel. The supply is for a 12-month base period and four (4) option period.

The Government intends to award a Firm-Fixed Price sole source Purchase Order to Allium US Holding, LLC, 7979 E. Tufts Ave., Suite 300, Denver, Colorado, 80237. Allium US Holding, LLC, is the previous contract holder and due to the continued need for Standards and Specifications Subscription Support for DEVCOM CBC.

The associated North America Industry Classification System (NAlCS) Code is 519290 (Web Search Portals and All Other Information Services) and the Small Business Size Standard is 1000.

All responses received within ten businesses (5) days after date of publication of this notice will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government.
