NOTICE OF INTENT TO SOLE SOURCE

FOR

Standards and Specifications Subscription Support

This is a NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT using Federal Acquisition Regulation FAR 13.501(a)(1)(ii), and The US Army Contracting Command - Aberdeen Proving Ground (ACC-APG) Installation & Technology, 6867 Colleran Rd Bldg. 324, Aberdeen Proving Ground, MD 21005; has a requirement to procure the following service:

The Army Transformation and Training command (T2COM) and its subcommands (Futures Concepts Command (FCC) and Combat Capabilities Development Command (DEVCOM) require specific standards to ensure compliance with Federal Regulations and to facilitate T2COM’s mission in research, development, and testing. This requirement is for an Enterprise Standards and Specification Subscription service. FCC/DEVCOM requires electronic access from a single access point to a search platform for standards and specifications, publications, parts information and lists to facilitate FCC/DEVCOM’s mission.

The Government intends to award a firm‑fixed‑price, sole‑source contract to ASTM International, 100 Barr Harbor Drive, West Conshohocken, PA 19428‑2959, for continued access to ASTM standards and related digital services. Historically, the Government procured these services through Accuris (via Allium US Holding, LLC). ASTM International has since notified its customer base that it will no longer authorize third‑party distributors to resell certain ASTM products, including access to the ASTM Compass® platform.

The associated North America Industry Classification System (NAlCS) Code is 519290 (Web Search Portals and All Other Information Services) and the Small Business Size Standard is 1000.

All responses received within five (5) business days after date of publication of this notice will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government.
