    This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 and FAR 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

    Instructions to offerors, evaluation criteria, and all applicable FAR Provisions and Clauses are attached.

    The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government. The following factors shall be used to evaluate offers: past performance (the contracting specialist’s knowledge of and previous experience with the service being acquired).

    The solicitation number is SPS-USCG-250006 and is issued as a Request for Quotation (RFQ).

    The solicitation document and incorporated provisions and clauses are those in effect through FAC# 2023-05 Effective Date 08/08/2023, HSAR 6/21/2023, HSAM OCTOBER 2009, CGAP Change Notice 2023-05.

    This acquisition is set-aside 100% for SMALL BUSINESS.

    DESCRIPTION OF REQUIREMENT: 

    Contractor will rebuild or repurpose all pillars that are deteriorated and/or deformed beyond its designed capabilities. Pillars should perform as their intended structural and physical barrier to include a height that will accommodate a 08 ft tall fence. The pillar shall be aesthetic in nature but also include an element of deterrence (i.e. no climb, grasp, or hold). 

    Contractor shall install or repurpose sections of fence to include a height of 08 ft. Fencing should include a deterrence factor atop of the fence. Rounded or curved anti-climb with an aesthetic factor should be considered. Barb wire will be used as a last resort if no other means of deterrence are applicable.  

    Contractor shall insure the fitment and function of all gates. Currently installed gates have been refurbished and/or newly installed in FY24. Gates will be reutilized. Gates will be re-installed in a manner as to not prevent functionality from operation prior to contractual work being conducted. This includes 01 automatic gate(s), 01 pedestrian security gate(s), 01 manual gate(s).
