    SCOPE OF WORK
    Steel Material for
    Fabrication of Miter Gate Anchorages
    U.S. Army Corps of Engineers, St. Paul District
    1. General Description.
    The Contractor shall provide three (3) ASTM A709 HPS 70WF 4" thick x 8' x 20' steel plates cut into three (3) equal pieces (80" x 96") and include delivery to US Army Corps of Engineers Service Base in Pleasant Valley, IA. The intended use is for the fabrication of miter gate anchorage components for Locks 5, 6 and 9 along the upper Mississippi River. Delivery MUST be no later than October 20, 2025.
    2. ASTM A 709 HPS 70WF Plate Specifications. (See ASTM Attachment A 709-24)
    A. Steel must be compliant with DF ARS 252.225-7030, Restriction on Acquisition of Carbon, Alloy, and Armor Steel Plate.
    B. Dimensions of master plate is 4" thick x 8' x20' and then cut into three equal sections of 4" x 6' 8" x 8' (plus/minus 1/2"). See
    attached drawing.
    C. A 4" x 4" sample of steel to be cut from any of the four comers of each piece is acceptable to conduct testing.
    D. Tensile and hardness testing must meet minimums described in ASTM A 709 Table 1 for HPS70W
    E. The plate is a tension component of a member that requires fracture control practice. Impact test the plate in accordance with A673/A673M. Results must meet the requirements of ASTM A709 Table 12 for Zone 3 for HPS 70WF.
    F. Chemical Requirements must conform to ASTM A709 Table 7 for HPS 70W.
    G. Must conform to Buy American Act.
    H. Final product shall be clean and free of any oil or grease, dross, slag or burrs. All cut edges (regardless of method) shall have a
    surface roughness acceptable for welding.
    I. Final product shall be legibly marked with the applicable designation, grade, heat number, size and thickness, name brand, or
    trademark of the manufacturer for identification and shipment.
    J. Bundle and band the steel material as required for shipping, with cribbing at minimum six inches above the base of the shipping
    platform to allow offloading with a forklift and/or crane. Covering of the material during shipment is not required.
    K. Mill Certificates shall be submitted after the Contractor verifies the material meets all the aforementioned test requirements.
    3. Submittals
    The Contractor shall submit a verifiable mill certification electronically in pdf format via email to both the Government Contracting Officer's representative and the Government technical point of contact prior to shipment of the material. The mill certificate must match the tag on the material.

    4. Delivery Schedule
    Delivery of the ASTM A709 HPS 70WF shall be no later than October 20th, 2025. Soonest possible delivery is requested if possible.
    All material shall be delivered to the following address during business hours of07:00am to 03:00pm, Monday through Thursday, excluding federal holidays. Please give the POC listed below 24 hours advance notice and request ESCORTED entry to the facility.
