This notice does not commit the Government to contract for any supply or service whatsoever. The Government will not pay for any information or administrative costs incurred in response to this notice. 2. BACKGROUND The U.S. Navy’s Strategic Systems Programs (SSP) is responsible for the development, sustainment, and modernization of strategic and long-range precision weapon systems, including the Trident II (D5/D5LE/D5LE2) Strategic Weapons System (SWS), the Navy’s Conventional Prompt Strike (CPS) hypersonic capability, and the Navy’s Sea-Launched Cruise Missile-Nuclear (SLCM-N). SSP depends on a resilient, secure, and transparent industrial base spanning prime contractors and deep sub-tier suppliers. Overlapping sustainment and modernization efforts, single/sole-source concentrations, integration timelines, and fragmented datasets elevate schedule and performance risk. The Strategic Defense Industrial Base (SDIB) initiative addresses these issues by delivering data-driven analysis and workflows that create immediate visibility from program to part, enable proactive remediation, and align stakeholders on prioritized investments. 3. OBJECTIVE & SCOPE OF WORK SSP requires an existing, operational commercial software capability (Software-as-a-Service) that can be rapidly configured to support recurring industrial base monitoring, acquisition decision support, production readiness analysis, and supplier risk management. The solution must integrate Government-furnished information with commercial and proprietary data sources while providing configurable workflows, dashboards, alerts, and analytical products without requiring the development of new software functionality. The required capability must support the following core Lines of Effort (LOEs) and task areas: Supply Chain Readiness & Continuous Monitoring: Maintain supplier and part taxonomies, update certifications and readiness indicators, and monitor industrial base health (production, quality, workforce, financial, and schedule risks). Strategic Sourcing & Investment Decision Support: Provide comparative analyses for make/buy evaluations, supplier diversification, capacity forecasting, and ROI assessments for SDIB investments. Specific Program Support: Execute capacity and readiness assessments supporting concurrent D5/D5LE sustainment and D5LE2 production, CPS production, W93/Mk7 integration, and SLCM-N industrial base monitoring (including TLAM baseline data integration). Acquisition & Technical Decision Support: Automate aggregation of program and sustainment data to support technical reviews (SRR, PDR, CDR, TRR) and acquisition milestones (MS-A, MS-B, MS-C, IOC, FRP). Enterprise Workflow Automation: Leverage AI and machine learning to streamline recurring reporting, dashboards, and analytical workflows. Classified Software Operations (SSP Red Environment): Provision, configure, and maintain the software platform within the SSP Red environment, handling classified information (up to IL5 or required classification levels) in accordance with SSP cybersecurity and accreditation requirements. 4. REQUESTED INFORMATION (CAPABILITY STATEMENT) Interested parties should submit a Capability Statement demonstrating their ability to meet the requirements outlined above. Responses should clearly address the following: Company Profile: Company name, address, CAGE code, UEI, and point of contact information. SaaS Platform Capabilities: Details on the existing commercial SaaS platform's ability to ingest, normalize, and analyze disparate datasets (CDRLs, BOMs, financial data, etc.) and provide automated workflows and dashboards. Industrial Base Mapping: Demonstrated experience and existing data capabilities mapping the defense industrial base down to the sub-tier supplier and part (NIIN/NSN) level. AI & Automation: Summary of the platform's embedded AI/ML capabilities for workflow automation and data anomaly detection. Security & Classified Operations: Ability to operate within DoD Impact Level 5 (IL5) and classified environments (e.g., SSP Red), including any current authorizations to operate (ATOs). Contract Vehicles: List of applicable Government-wide Acquisition Contracts (GWACs) or GSA schedules your company currently holds. 5. SUBMISSION INSTRUCTIONS Responses to this Sources Sought Notice must be submitted in writing. Capability Statements should be no longer than five pages.
