SUBSCRIPTION FOR BIGDATAPEOPLE 2 SOFTWARE FOR NABU

NOTICE OF INTENT TO SOLE SOURCE

This notice is being published in accordance with Federal Acquisition Regulation (FAR) Subpart 5.101 requiring dissemination of information for proposed contract actions. This is a notice of intent to award a sole source firm fixed price purchase order and is not a request for competitive quotes. The statutory authority for this sole source procurement is prescribed by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements.

Background: The Bureau of International Narcotics and Law Enforcement Affairs (INL) Kyiv is providing online license support to the National Anti-Corruption Bureau of Ukraine (NABU). BigDataPeople 2, Plan “Expert, is the only software solution that meets NABU's operational needs without requiring additional training or implementation delays. NABU personnel are already trained in BigDataPeople 2 software, and the platform has demonstrated its ability to support NABU's anti-corruption mission effectively. BigDataPeople 2 software is ready for immediate implementation, ensuring NABU can maintain momentum in its operations without unnecessary delays.

The Embassy of the United States of America in Kyiv, Ukraine, intends to issue a firm fixed price purchase order as a sole source award to Artellence Global, LLC on or about January 2, 2026. The anticipated amount of order will be USD 40,000, and the funding will be obligated in full prior to the award. Under the purchase order, Artellence Global, LLC will provide 12-month subscription for NABU for BigDataPeople 2 Software (Plan “Expert”). This subscription plan includes 20 user accounts, an annual allowance of 20,000 requests, and access to admin-level resources.

This notice is not a request for quote. However, all responsible sources may submit a capability statement demonstrating the ability to provide the requested subscription, which shall be considered by the agency before the intended award date. Interested sources who submit data are responsible for appropriately marking information if it is proprietary in nature. The Government shall not reimburse interested sources for any information provided. No requests for capability briefings will be honored. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
