    Please Note:See attached Amendment 0001 on SOL 959P0025R0010, extends cut off date for Questions to Thursday, July 24, 2025 by 10 AM (EST).

    Contractor support to provide "Substance Use Disorder Treatment Services" as cited in Statement of Work (SOW) with all applicable DC certifications and accreditation standards in accordance to this solicitation (see attachment A).

    Performance Period: Base: Sept. 30, 2025 through Sept. 29, 2026 with up to 4 one (1) year Options ending Sept. 29, 2030 Note:Contractors must be within 100-mile radius of Wash., DC

    The Government intends to award a single or multiple award Indefinite Delivery Indefinite Quantity (IDIQ) contract(s) on a firm-fixed-price basis, in accordance with the terms and conditions of this solicitation. using a Best Value Trade-off Source Selection Evaluation will consider both technical merit and price. 

    Electronic version of Quote/Proposal (along with all required documents) must be submitted on or before Quote/Proposal due date by 11 AM (EST) on  August 11, 2025, to the following email addresses: gloria.robertson@psa.gov and tamara.brown@psa.gov

    The cut-off date and time for submitting questions is July 16, 2025, at 1 PM (EST), a response to all questions received will be provided by Amendment. 

    Offerors must complete blocks 17a, 30a, 30b, 30c on the SF1449 and Sections B and provide all supporting documents with your proposal/quote. 

    Note: Read Solicitation and Statement of Work thoroughly. Pay close attention to Sections L &  M (page 48 & 49).

    FACTOR 1: Technical Proposal:
    (A) Technical Approach: Offerors must provide a narrative confirming expertise in providing Substance Use Disorder
    Treatment Services to PSA Clients for the following medical and co-occurring behavioral health treatment services
    that follows the American Society of Addition Medicine (ASAM): Note see Section 7.0 Specific Tasks in the
    statement of work.
    • Daily Medically Managed Intensive Inpatient Detoxification – ASAM LEVEL 4 (see section 7.1)
    • Spanish Speaking Intensive Outpatient Treatment – ASAM Level 2.1 (see section 7.2)
    • Residential Treatment – ASAM Level 3.5 - Clinically Managed High Intensity Services (Adult Criteria) (see section 7.3)
    • Transitional Housing – ASAM Level 3.1 - Clinically Managed Low Intensity Residential Treatment (see section 7.4)
    • Intensive Outpatient Treatment – ASAM Level 2.1 (see section 7.5) (Co-Occurring)
    (B) Management Approach: Offerors must provide in a narrative they are able to transport clients from their point of origin to residential treatment, and upon discharge, return the clients to the PSA office; Pretrial Service Agency (PSA) 633 Indiana Avenue, NW, Washington, DC 20004. The Contractor shall provide round trip transportation to client’s scheduled court hearings, when needed, at either D.C. Superior Court or U.S. District Court. All travel is in accordance with the Federal Travel Regulations. (see section 6.1 in statement of work for the different points of origin).
    • Proof of 100-Radius: Offerors must be within the 100-mile radius of Washington, DC.
    (C) Proof of Qualifications Certifications & Licenses Practice: Offeror’s must provide copies of their current accreditation certifications. Offeror’s must provide proof of Key Qualified Clinical Personnel (see sections 9.0 and section 10.0); Also, must reference Executive Compliance under Section 14.1 Special Instructions of SOW).

    FACTOR 2: Past Performance: The Offeror must submit their SAM.gov Unique Entity ID number. The Offeror must include a least three (3) references, relevant to this requirement (in performing expertise in providing “Substance Use Disorders Treatment Services” to PSA Clients for the following medical and co-occurring behavioral health treatment services) as identified in SOW). The Offeror must demonstrate satisfactory past performance during the past six (6) years based on the Offeror's performance record from references and Past Performance Information Retrieval System (CPARS

    Acceptable/Pass: Offeror provided their SAM.gov Unique Entity ID number. The Offeror must include a least three
    (3) references, relevant to this requirement (in performing expertise in providing “Substance Use Disorders Treatment
    Services” to PSA Clients for the following medical and co-occurring behavioral health treatment services). The Offeror
    must demonstrate satisfactory past performance during the past for six (6) years based on the Offeror's performance
    record from references and Past Performance Information Retrieval System (CPARS).
    The Government has a reasonable expectation the Offeror will successfully perform the required effort.
    Unacceptable/Fail: Based on the Offeror's performance record from references and CPARS
    Note: Offerors without past performance information will be rated as neutral.
