    Enclosed is a Request for Quotations (RFQ) for the supply and installation of a photovoltaic System at the U.S. Embassy in Belgrade, Serbia. If you would like to submit quotation, follow the instructions in Section 3 of the solicitation, complete the required portions of the attached document, and submit it to the address shown on the Standard Form 18 that follows this letter. The U.S. Government intends to award a contract/purchase order to the responsible company submitting an acceptable offer at the lowest price. We intend to award a contract/purchase order based on initial quotations, without holding discussions, although we may hold discussions with companies in the competitive range if there is a need to do so. The Embassy intends to conduct a pre-quotation conference at the site, see FAR clause 52.237-1 SITE VISIT (APR 1984) in the solicitation for the time and date, and how to apply for attendance. Direct any questions regarding this solicitation by email in English exclusively to BLG-Procurement@state.gov no later than close of business on May 5, 2025. Questions will not be accepted after this date. Answers will be posted on the Embassy web page where the solicitation is publicized. It is your responsibility to monitor the web page for any new information which may be posted until the solicitation response date. In order for a quotation to be considered, you must also complete and submit the following: 1. A completed Form SF-18 2. Section 1, Pricing 3. Section 5 Representations and Certifications 4. Additional information as required in Section 3 5. Proof of SAM Registration Quotes may be submitted in electronic format and must be submitted via email only to BLG-Procurement@state.gov in Adobe Acrobat pdf format. Quotes submitted to any other email address will not be considered. Proposals/Quotes must be compiled as a single document with pages numbered 1 of x, 2 of x, etc. If the size of the full document is greater than 2MB, break in into multiple documents smaller than 2MB and name each document as follows: “(your company name)-Quote 19RB1025Q0365 file x of x files”. Offerors shall be registered in the SAM (System for Award Management) database at https://www.sam.gov prior to submittal of their offer/proposal as prescribed under FAR 4.1102. Failure to be registered at time of proposal submission may deem the offeror’s proposal to be considered non-responsible and no further consideration will be given. Therefore, offerors are highly encouraged to register immediately if they are interested in submitting a response to this requirement. Instructions on how to apply for a Unique Entity Identifier (UEI) number and register in SAM are available at this web address: www.SAM.gov The Offeror shall enter, in the block with its name and address on the cover page of its offer, the annotation "Unique Entity Identifier" followed by the unique entity identifier that identifies the Offeror's name and address exactly as stated in the offer. See www.sam.gov for establishing a unique entity identifier for your organization. Proposals from companies without a UEI number will be considered technically unacceptable. Defense Base Act (DBA) insurance is required for this solicitation. The offeror shall not purchase it until after award but it must be included in the price the quote. DBA insurance is available directly from any Department of Labor approved providers at the DOL website at http://www.dol.gov/owcp/dlhwc/lscarrier.htm and at the U.S. Embassy web page at https://rs.usembassy.gov/important-documents-forms/
