The Surface Awareness Initiative contract opportunity with the Federal Aviation Administration has been updated with Amendment 3. This amendment reduces the requirements for details in Offeror's price proposals, clarifies section C with a minor change to J.8, and updates the protest clause. Bidders should review sections L and M for revised requirements and ensure compliance with the updated clauses. The deadline for submissions is January 29, 2024, at 4:00 PM EST.
2/15/2024 Edit 3: This SIR is updated with Amendment 3. Amendment 3 contains a reduction to the requirements for details associated with Offeror's price proposals. These are included in sections L and M. Amendment 3 also provides a clarification associated with section C that corresponds with a minor change to J.8. Amendment 3 also updates the protest clause. The FAA does not anticipate that any of these changes are substantial enough to delay the due date for price proposals or any other schedule change. 1/17/2024 Edit 2: This SIR is updated with amendment 2. Amendment 2 contains an updated section C with a revised reference for 6700.20B which is replaced by 6700.20C. The Q&As are also updated due to an inconsistency between an answer provided in the Section L tab and the J.3 tab. This question asks if the compliance matrix is required and whether or not it pertains to the page limitation. The FAA's final answer is that the compliance matrix is not required, but if included, it does count against the technical volume page limit. All other SIR sections and artifacts remain unchanged. Additionally, please note that if there are any referenced documents that are not currently publically available and in your possession, you may request copies from the contracting officers. /end edit 1/11/2024 Edit: This SIR is updated with amendment 1. Amendment 1 contains updates that are detailed in the FAA responses to industry comments and questions to the SIR. The FAA has also left track changes on so industry can quickly identify changes within the documents. Any document that retains "12.27.23" in the file name remains unchanged. The FAA made an effort to incorporate any changes that were necessary. We thoroughly considered each comment and question from industry. /end edit. This Screening Information Request (SIR) is for the Surface Awareness Initiative (SAI). Thank you to all the interested parties that provided responses to the market survey and the Q&As. The FAA has considered each response and tried to incorporate that feedback into these final SIR documents. The FAA is accepting comments and questions on the final SIR package. Interested parties are encouraged to provide that feedback as soon as possible and in accordance with Section L. Please note the FAA has a goal to move very quickly on this program, therefore extending the deadlines for responses is unlikely at this time. Thanks, and best of luck to the competitors.
