SVC A&E_KAB250002 MAUI BOUNDARY SURVEY

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice.  This announcement constitutes the only solicitation; quotes are being requested and a written solicitation is issued, see attachments.  This solicitation, W50SLF25QA006, is being issued as a Request for Quote (RFQ).

This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) Federal Acquisition Circular (FAC) 2025-04, effective May 12, 2025.  This procurement is being solicited as 100% small business set aside. The designated North American Industry Classification System (NAICS) Code is 541370 Surveying and Mapping (except Geophysical), with a size standard of $19.0M.  The following commercial items are requested in this solicitation: 

Contractor shall provide all items listed below. Contract line item numbers (CLINs) and quantities are as follows:

Line Item 0001:  Boundary Survey Services of Air National Guard (ANG) Licensed Property on Maui

Unit of Issue: Job

Quanitty: One (1) 

Period of Performance (est.): 90 days.

Place of Performance and acceptance: Buildings 301, 302, and 303 at the 292nd CBCS (75 Kuleana St. Kahului, HI 96732).

Provision at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition

Contractors shall provide a quote breakdown, e.g., labor, tools, equipment, transportation, etc. 

It is anticipated that a firm-fixed price purchase order will be awarded for the requested service as a result of this synopsis/solicitation. Evaluation and award will be based on price evaluated on the basis established in the solicitation (FAR 13.106-2(a)(2)).

Offerors shall submit a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer.

NOTE: Funds are not presently available for this acquisition. No contract award will be made until appropriated funds are made available.

Contractor must complete all Representations and Certifications found within their profile in the System for Award Management (SAM) at https://www.sam.gov. All offerors must complete provision 52.204-24 Representation Regarding Certain Telecommunications and Video Surveillance Services or Equipment, 252.204-7016 Covered Defense Telecommunications Equipment or Services—Representation,  52.204-26 Covered Telecommunications Equipment or Services-Representation, and 252.204-7017 Prohibition on the Acquisition of Covered Defense Telecommunications Equipment or Services—Representation to be eligible for award.

Quotes are due by 12:00 p.m. Eastern Standard Time on Tuesday, 19 August 2025.

Facsimile proposals will not be accepted.  Questions regarding this solicitation may be directed to Emma Newbegin at emma.a.newbegin.civ@army.mil no later than 12:00 PM Eastern Standard Time Monday, 11 August, 2025.  Reference solicitation number in subject line.

Submissions shall not exceed 10 pages, and  provide the following:  Vendor Name; Vendor POC; Vendor CAGE; Vendor DUNS; Contact Ph#; Fax and/or Email; Discount Terms (if applicable); and Socio-Economic status. 

The Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offeror’s initial offer should contain the offeror’s best terms from a price and technical standpoint.  (FAR 52.212-1(g))

A site visit may be requested by sending an e-mail to emma.anewbegin.civ@army.mil. Information provided at this site visit as well as answers to questions shall not change/qualify the terms and conditions of the solicitation and specifications. Terms remain unchanged unless solicitation is amended in writing. If an amendment is issued, normal procedure relating to the acknowledgment and receipt of solicitation amendments shall apply.

A quoter which requires the Government to execute a separate agreement with a third party shall be deemed technically unacceptable
