Title: Switchboard and Motor Control Center (MCC) Panel Replacement Service
Location: ALTESS Data Center, Radford Army Ammunition Plant, Radford, VA
1.0 Introduction and Purpose
This is a Sources Sought Notice issued for market research and planning purposes only. This is NOT a solicitation, Request for Proposal (RFP), Request for Quotation (RFQ), or Invitation for Bid (IFB). It does not constitute a commitment by the Government to issue a contract, nor will the Government pay for any information submitted in response to this notice.
The purpose of this Sources Sought is to identify qualified and capable sources (including Small Businesses, 8(a), Service-Disabled Veteran-Owned, HUBZone, and Women-Owned Small Businesses) that can provide the required removal, installation, and integration services for switchboards and Motor Control Center (MCC) panels at the ALTESS data center.
2.0 Background and Scope Summary
The Contractor shall provide removal of one (1) Westinghouse switchboard and Motor Control Center (MCC) panel located in RM 241, and one (1) GE switchboard to include associated Motor Control Center (MCC) panel located in RM 119, and provide customized installation of one (1) Eaton (or equal) switchboard and Motor Control Center (MCC) panel located in RM 241, and one (1) Eaton (or equal) switchboard and Motor Control Center (MCC) panel located in RM 119 located within the ALTESS data center located on site in Radford, VA 24141-1061.
Specific Tasks:
- GE Fused Switchboard and Motor Control Center (MCC): GE fused switchboard and motor control center (MCC) panel replacement service shall include:
Room 119 Equipment Removal & Installation Services:
- Removal of existing GE Fused Switchboard and MCC panel and all associated components.
- Disconnect two (2) hot water pumps from GE MCC during removal.
- Hot water pumps must be temporally powered via alternate source until new MCC panel is operational. Hot water pumps will be reconnected to new MCC and functionally tested.
- Enclosed starters must be provided (if applicable)
- Removal of all feeder circuits from GE switchboard to GE MCC.
- Through circuits identified during demolition shall be rerouted to maintain operation of assigned equipment.
- One (1) circuit passes through to feed the Air Handler Unit (AHU) -1, and its associated CTs and Trane controls integration components shall be moved.
- All old unused control circuits within MCC shall be removed back to their origination points.
- Identified control circuits will be going to the existing Powers Controls hand-off-auto (HOA) board in RM 119.
- All controls wiring, current transformers (CTs), and components supporting Trane Building Automation System (BAS) and/or Schneider Electric StruxureWare monitoring systems shall be kept intact and reinstalled into new MCC panel.
- All work tied to the BAS system shall only be verified and recommissioned by a certified Trane Authorized Controls technician to include full functional testing.
- All Schneider Electric StruxureWare monitoring systems metering components shall be verified and functional tested prior to project completed and installation of new MCC.
- Removal of all HOAs from the Powers Controls HOA board in RM 119.
- Installation of a one (1) new customized Eaton (or equal) Switchboard and MCC Panels
- Install new HOAs into new MCC doors of associated buckets.
- Installation of a new MCC panel.
- Panel to include sufficient amount of motor starter buckets (approximately 11 current active).
- Panel to supply all current loads, and additional feeder buckets to refeed six (6) existing lighting panel feeds from the GE Switchboard (five (5) existing 200A feeds and one (1) existing 100A feed), and provisional spots for future equipment.
- Refeed new MCC overhead from 800A breaker to existing 208v Square-D panel in RM 119.
- Disconnect and reroute six (6) existing lighting panel feeds using the GE switchboard as a junction box to reconnect to new MCC panel.
- Upon reconnection, old GE switchboard shall be covered by sheet metal.
- All work and repowering the six (6) existing panels from the new MCC shall be done after hours, on weekends when the facility is not occupied.
Westinghouse Fused Switchboard and Motor Control Center (MCC): Westinghouse fused switchboard and motor control center (MCC) panel replacement service shall include:
Room 241 Equipment Removal & Installation Services:
- Removal of existing Westinghouse Fused Switchboard and MCC panel and all associated components.
- Disconnect two (2) hot water pumps and two (2) existing sewer ejection compressors from existing Westinghouse fused switchboard MCC panel during removal.
- Hot water pumps and sewer ejection compressors must be temporally powered via alternate source until new MCC panel is operational. Hot water pumps will be reconnected to new MCC and functionally tested.
- Enclosed starters must be provided (if applicable)
- Removal of all feeder circuits between the Westinghouse switchboard and MCC.
- Through circuits identified during demolition shall be rerouted to maintain operation of assigned equipment.
- All controls wiring, CTs, and components supporting Trane Building Automation System (BAS) and/or Schneider Electric StruxureWare monitoring systems shall be kept intact and reinstalled into new MCC panel.
- All work tied to the BAS system shall only be verified and recommissioned by a certified Trane Authorized Controls technician to include full functional testing.
- All Schneider Electric StruxureWare monitoring systems metering components shall be verified and functional tested prior to project completed and installation of new MCC.
- Most HOAs controlling equipment within the MCC tie back to Johnson Control HOAs in RM 241.
- Installation of one (1) new customized Eaton (or equal) Switchboard and MCC Panels
- Installation of a new MCC panel.
- Panel to include sufficient amount of motor starter buckets (approximately fourteen (14) current active).
- Panel to supply all current loads, and additional feeder buckets to refeed four (4) existing lighting panel feeds and Johnson Control Panel feed from Westinghouse Switchboard (four (4) existing 200A feeds and one (1) existing 50A feed), and two (2) provisional spots for future equipment.
- All HOAs shall remain in Johnson Controls HOA panel in RM 241 and wired back to the associated equipment MCC buckets that currently exist.
- All controls and wiring associated with the Trane Building Automation System (BAS) shall be kept intact and reinstalled into the new MCC panel. All related work shall only be verified and recommissioned by a certified Trane Authorized Controls technician to include full functional testing upon completion of service.
- Refeed new MCC overhead from 800A breaker to existing 208v Square-D panel in RM 119.
- Disconnect and reroute four (4) existing lighting panel feeds from the Westinghouse Switchboard (four (4) existing 200A feeds) with the feeder buckets into the new MCC.
- Upon reconnection, old Westinghouse switchboard shall be removed and properly disposed of.
- All work and repowering the four (4) existing panels from the new MCC shall be done afterhours, on weekends when the facility is not occupied.
- Contractor shall provide arc flash, short circuit, and coordination study for the entire ALTESS facility including new equipment provided within this service.
- Disposal: All GE and Westinghouse fused switchboards, panels, wiring, and harnesses to include any associated debris and parts shall be removed and disposed of at an and approved offsite federal, state, and local disposal site by contractor.
- Anticipated Period of Performance: July 1, 2026 – June 30, 2027.

Statement of ability to conduct required after-hours/weekend repowering work and comply with Radford Army Ammunition Plant (RFAAP) security and background check requirements.
Past Performance
Briefly describe up to three (3) similar projects completed within the last five (5) years involving data center power infrastructure replacement, BAS integration, and secure facility operations.
