The US Army has a sole source requirement to procure support services and incidental materials for continued development and support of the UH‐60M Black Hawk Aircraft Multi‐Functional Display (MFD) Avionics Suite for both United States (US) and Foreign Military Sales (FMS) customers.
Pursuant to statutory authority of Title 10 United States Code (U.S.C.) 3204(a)(1) as implemented by FAR 6.302-1(a)(2)(iii)(A) and (B), Only One Responsible Source and No Other Supplies or Service will Satisfy Agency Requirements, this proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source – Rockwell Collins, dba Collins Aerospace Military Avionics and Helicopters, with headquarters located at 400 Collins Road North East, Cedar Rapids, Iowa, 52498‐0505, Commercial and Government Entity (CAGE) Code 84T51, NAICS Code 336413. As the developer UH‐60M Black Hawk Aircraft MFD Avionics Suite, only Rockwell Collins possesses the technical expertise, proprietary data, and experience necessary to execute this requirement. Any responsible source may identify its interest by submitting a capability statement in response to this requirement. If your organization has the capability to perform this effort, the following information shall be included in your capability statement:
A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
