The Naval Air Systems Command (NAVAIR) intends to issue a sole source contract modification to The Boeing Company (Boeing), Seattle, WA for P-8A Poseidon aircraft. This procurement will also contain Non-Recurring Engineering (NRE) to address Diminishing Manufacturing Sources and Material Shortages (DMSMS) and incorporate Engineering Change Proposals (ECPs), testing, and integration of software and labs to support aircraft capability and delivery. The award is anticipated to be up-to twenty-one (21) aircraft awarded in Fiscal Year (FY) 27. Deliveries are expected to complete 72 months after award. These requirements will be procured in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C. 3204(a)(1) as implemented by FAR 6.103-1, "Only One Responsible Source and No other Supplies or Services Will Satisfy Agency Requirements." Boeing is the sole designer, developer, and manufacturer of the P-8A Poseidon with the requisite knowledge, experience, and technical data that can meet the Government requirements on a timely basis.
