SYNOPSIS FOR THE OVERHAUL OF THE UH-60 POWER TURBINE MODULE, BLACK HAWK

The contractor shall furnish all services, facilities, labor, parts, materials, equipment, tools, and data (other than Government Furnished Property), necessary to accomplish the Overhaul of the following assets:

ESTIMATED QUANTITY RANGE: Minimum 25 each – Maximum 390 each (Maximum includes a Foreign Military Sales (FMS) Quantity of 65 each)

The proposed contractual action will be a Five (5) year, Firm-Fixed-Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) Maintenance and Overhaul type contract, with minimum / maximum quantities listed above. These items are non-commercial; FAR Part 12 will not be utilized. Required delivery shall be FOB Origin. This NSN is a critical safety item. Depot Maintenance Work Requirement DMWR 1-2840-248-1/-2/-3/-4 revision date 9/30/2014 (Change #7) and all associated Maintenance Engineering Orders (MEOs) are adequate and available to support the overhaul of the subject item. A Product Verification Audit (PVA) is
required.

The overhaul can only be performed by a source approved by the System Readiness Directorate (SRD). At this time, GE Engine Services Inc., One Neuman Way, Cincinnati, OH 45215, (CAGE Code 062W2), (UEI: FBXVANJWUL78) (Large Business); Bet Shemesh Engines LTD., 1 Virginia Ave, Bet Shemesh, ISR, (CAGE Code 1855A), (UEI: QB6LPRRDX3B6) (Large Business); GE Engine Services LLC,7577 4th St, Winfield, KS 67156, (CAGE Code 24113), (UEI: CJP3G3AGVEJ7) (Large Business); Standard Aero Limited, 20699 Westminster Hwy, Richmond, BC V6V1B3 (CAGE Code L0K02), (UEI: LENPQA72GMG9) (Large Business) are the only sources approved by SRD to overhaul.

This limited competitive procurement utilizes FAR part 14, sealed bidding. No telephone requests for the solicitation will be  accepted. Requests for the solicitation shall be by email only. Email requests should be sent to reginald.c.burrell2.civ@army.mil. Proposals shall be e-mailed for the initial proposal. No fax or hard copy responses shall be accepted for the initial proposal. This
requirement is currently unfunded. Award will be withheld pending receipt of sufficient funds. The closing date annotated is an estimated date and may be adjusted depending upon the date of release of the solicitation; however, the solicitation will not close prior to the closing date stated above.
