FUNDAMENTALS COURSE
The contract will be a Firm Fixed Price (FFP) Commercial Purchase Order and carried out as a sole source action (not competitively awarded). The statutory authority which permits other than full and open competition for this acquisition is 10 United States Code (USC) 2304 (c) (1), as implemented by FAR 13.106-1(b). This authority is supported by an approved Single Source Justification. The applicable NAICS code is 611430 Professional and Management Development Training.
The National Space Intelligence Center (NSIC) has a requirement for non-personal services contract to provide a multiple-day course covering in depth information on the foundational technology, systems, sub-systems, design drivers, and design process of tactical missile systems. Particular focus will be placed on any topics or technologies with space domain application as described in the Performance Work Statement (PWS)
This requirement must be fulfilled by Raytheon Company as they are the only provider that can provide material within the formats required and deliver the required material that meets the NSIC needs of course scope, delivery format, and length of instruction.
THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSALS OR QUOTATIONS. No solicitation package will be issued. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. All responses received by 15 August 2025 @ 4:00PM EST will be considered by the Government. This notice is not a request for competitive proposals/quotes.
