    W912EE – The U.S. Army Corps of Engineers, Vicksburg District, intends to issue Solicitation Number W912EE25BA001 for Tate County, Mississippi, Mississippi Delta Headwaters Project, Bank Stabilization 17-01.

    The work consists of furnishing all necessary plant, labor, materials, and equipment, and constructing four (4) grade control structures in Tate County, Mississippi. Principal features of the work for the grade control structures include mobilization and demobilization; clearing and grubbing; excavation, backfill, embankment, and control of water; storm water pollution prevention; and environmental protection. The estimated completion time is 105 calendar days after the contractor receives the Notice to Proceed.

    Each line item on the bidding schedule has a quantity of one (1), and the unit of measure is “JOB”. The line items are as follows: 0001 – Mobilization and Demobilization; 0002 – Clearing and Grubbing; 0003 – Environmental Protection Features; 0004 – Graded Control Structure 1; 0005 – Graded Control Structure 2; 0006 – Graded Control Structure 3; 0007 – Graded Control Structure 4; and 0008 – Erosion Control.   

    This project will be competed under Federal Acquisition Regulation (FAR) Part 14, Sealed Bidding. This Invitation for Bids (IFB) will result in the award of one (1) Firm Fixed-Price (FFP) Construction contract. The set-aside for this procurement is Women-Owned Small Business (WOSB). The North American Industry Classification System (NAICS) Code is 237990, Other Heavy and Civil Engineering Construction, with a size standard of $45,000,000.00.

    In accordance with FAR 36.204(f), the magnitude of this construction project is estimated to be between $1,000,000.00 and $5,000,000.00.

    The Government intends to award without discussions but reserves the right to conduct discussion should it be deemed in the Government’s best interest.

    The bids will be evaluated based on lowest price submitted.

    The official plans and specifications will be available free of charge by electronic posting only and may be found on the System for Award Management (SAM) Web Page at https://www.sam.gov. Bidders may register on the Interested Vendor's List (IVL) at https://sam.gov/ and retrieve an IVL from the same location. Compact disc and hardcopies will not be available. Telephone and Emailed requests for this solicitation will not be honored. Bidders are encouraged to check often for changes (AMENDMENTS) to posted solicitations. Amendments, if/when issued, will be posted to the above referenced website for electronic downloading. This will be the only method of distributing amendments prior to closing; therefore, it is the Offerors responsibility to check the website periodically for any amendments to the solicitation.

    Bidders must have and maintain an active registration in SAM at http://www.sam.gov and must include the NAICS code they are bidding under in order to receive a government contract award. If the bidder is a Joint Venture (JV), the JV entity shall have valid SAM registration in the SAM database representing the JV as one business/firm/entity. If, at the time of award, a bidder is not actively and successfully registered in the SAM database, the Government reserves the right to award to the next prospective bidder.
