It does not constitute a commitment by the Government, nor is it a solicitation or request for quotes or offers. Responses to the RFI are not offers and cannot be accepted by the Government to form a binding contract. Responses are voluntary and non-binding. The Government will not pay for any costs incurred in response to this RFI. All costs associated with responding to this RFI will be solely the responding party’s expense.
