    This is a pre-solicitation notice for a five-year multiple award Indefinite Delivery Indefinite Quantity (ID/IQ) contract for the Federal Highway Administration Office of Safety. The purpose of this IDIQ is listed below:

    The purpose of this IDIQ is to procure non-personal technical expertise and research support services to perform programmatic research and outreach. The Contractor(s) will provide technical expertise and support services related to safety design, safety data and analysis, safety countermeasures and emerging engineering and infrastructure safety solutions for the FHWA Office of Safety. The FHWA anticipates activities in the following task areas in support of the Office of Safety's programs:

    FHWA anticipates soliciting this requirement to include a small business reserve for two vendors.  FHWA highly encourages small businesses to team together to be able to meet the full requirement as market research indicated that many small businesses would be able to successfully meet portions of the requirement. 

    FHWA anticipates releasing a solicitation for this requirement in October or November 2025.  FHWA anticipates that the solicitation will include an initial written component followed by a virtual oral presentation.
