    Description

    This LBNF-RFP-367697-JEE is being advertised for a competitive IDIQ under NAICS 23832 to apply TSL to the shotcrete liner to contain spalling shotcrete and work associated with the installation of TSL at the 4850 Level. Up to three IDIQ subcontracts may be awarded to participate in this TSL test application. Only those selected to participate in this test program will be offered the opportunity to be considered for additional task orders for the potential to install additional sq ft of their TSL should they meet the criteria of this test program. The overall scope is anticipated to be grouped into multiple task orders, with the minimum Task Order 1 to be placed. There is no guarantee of future Task Orders.

    Task Order (TO) 1 is covered extensively in the SOW (J-4) and the J-5 Thin Spray Liner Testing Specifications. Subsequent task order requirements will be expanded upon after completion of the TO 1. The expected results from TO 1 will provide direction on surface preparation and TSL thickness requirements that will be implemented into subsequent task orders. It is also anticipated that lab and destructive testing performed in TO 1 will not continue to subsequent task orders. Still, a Quality Control installation plan will be developed to ensure proper thickness and material usage throughout.

    Work is to be performed at SURF located in Lead, SD.

    All access to the work site is provided through the Ross Shaft, which conveys personnel, materials, and equipment from the surface to the 4850L. The Ross Cage dimensions are 4'6" x 12' long. Equipment and materials must fit within these dimensions. Access to the work area is available 5 days per week, 24 hours per day. Bull Gang support is required from 7 AM – 5 PM and 7 PM – 5 AM on both surface and underground Monday through Friday.

    The test application is to be performed in the location known as 4850-40, which is also known as the Spray Chamber. The distance from the Ross Cage to this location is approximately 1500 feet. Entry into this cavern provides sufficient area for conducting the tests. In addition, the area is located in the farthest downstream location of airflow so work associated with the testing will not impact construction activities elsewhere. In addition to the scheduled holidays, expect various work stoppages due to extreme weather conditions. In South Dakota, these additional work stoppages equate to approximately 7 days per year.

    This TEST will cover a performance period for Lab Testing, Field Trials, and Test Reporting. The expected start date is July 2025

    An official kick-off meeting (KOM) will be scheduled at a mutually agreed-upon date, time, and location as soon as possible after the subcontract award and after receiving all required documents from the Subcontractor. The primary purpose of this meeting is to confirm that the project participants understand the terms and conditions of the subcontract, the SOW, the specifications and drawings, the safety and quality assurance requirements, and the work activities involved with each task.
