    Description

LCLBN13R0031 is a special item. It is not a direct solicitation for services. The Library receives interests from third parties for historical research and access to physical files. One of the Library’s primary ongoing missions is a shift to digitizing older collection items. LCLBN13R0031 serves as a method for those third parties that are already looking for access to our records to obtain the materials, digitize them for their own organizations, and provide digital copies back to the Library. This is done at cost for both parties. The third party would scan Library collections at their own expense without profit and then return the physical files to the Library and also include the digitized versions as well for the Library’s digital collections for the greater public at large. The Library would not pay for the service and the third party would not obtain profit, but the goal would be of mutual benefit for both parties at cost. However, it is not an active and ongoing effort to solicitation for these services. The posting serves as the vehicle to execute agreement from should those third parties contact us for these potential jobs. LCLBN13R0031 is generally updated yearly to extend the proposal submission deadline for any interested parties. It is not a typical solicitation for services or work and is not truly a competitive opportunity. It serves as a method for the Library to digitize its collections and allows the public/organizations access to the data for themselves as well. It is not to award a contract in a typical fashion and the Library does not pay for the services.
