This is a SOURCES SOUGHT announcement; a market survey for information only, to be used for preliminary planning purposes.  THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS SYNOPSIS.  No reimbursement will be made for any costs associated with providing information or industry response to this notice or any follow up information requests.  Not responding to this notice does not preclude participation in any future procurement.  If a solicitation is released, it will be synopsized in the System for Award Management (SAM)  It is the responsibility of potential offerors to monitor SAM for additional information pertaining to this requirement

The acquisition strategy will be determined based on responses received from this notice and/or other market research methods. The planned acquisition strategy will be posted in SAM upon completion of market research analysis.

The U.S. Army Corps of Engineers – Fort Worth District has been tasked to solicit for and award a Blanket Purchase Agreements (BPA) for Title Services to be performed primarily within the state Texas, Louisiana, New Mexico, Arizona and Southern California, however, there may be a need for abstracting services to be conducted in other states based on mission requirements.  The full scope of the area of these BPAs will be determined based on industry input.

This announcement is being listed under North American Industry Classification System (NAICS) code 541191, Title Abstract and Settlement Offices, which has a small business size standard of $19.5M.  Prior to any solicitation being issued, the appropriate NAICS will be determined:

The Product Service Code is R402. 

The type of set-aside for the requirement will depend upon the capabilities of the responses to this synopsis and other market research.

The award period of performance will be for up to five years. 

The maximum size of an order is $7,000,000.00.

Minimum capabilities required include licenses and experience for performing Titles Services in. These are title services on public land and so respondents must be licensed in the states they are certifying they can perform in.

Anticipated solicitation issuance date is on or about 15 December 2025, and the estimated proposal due date will be on or about 24 February 2026.  The official synopsis citing the solicitation number will be issued on Sam.gov.

Firm’s response to this Synopsis shall be limited to 10 pages and shall include the following information:

-  Firm’s name, address, point of contact, phone number, UEI, and e-mail address.

-  Firms capabilities to perform the Statement of Work (SOW) attached

-Status of any Joint Ventures or Partnering your firm would enter into in order to meet the SOW.

-Any capability statements, marketing form or other information that may assist the Government with determining industry capabilities and ability to perform in multiple states.

-Any comments about the attached SOW.
