    Description

    This synopsis is hereby issued in accordance with FAR 5.203 in response to the mandatory requirement for a 15-day notification.  This announcement constitutes the only notice of intent to sole source and synopsis of proposed action.  The purpose of this synopsis is to announce the Department of Education Federal Student Aid’s (FSA) intent to enter into a fixed-price non-competitive contract with the incumbent, Nelnet Servicing LLC located at 121 South 13 Street, Suite 201, Lincoln, Nebraska 68508, for continued Total and Permanent Disability (TPD) Task Assignment.  The contract will be a 4-month bridge contract and will include FAR 52.217-8, Extension of Services.  The Government intends to negotiate solely with Nelnet Servicing LLC in accordance with 41 U.S.C 3304(a)(1), Only One Responsible Source and No Other Services Will Satisfy the Needs of the Agency.  The use of this authority is supported by the contractor’s unique qualifications.  The current contract expires December 31, 2024, and services are still required.  The proposed action will allow Nelnet to immediately continue accepting TPD loan assignments from guaranty agencies and schools with no disruption to current services.  The TPD program has historically been managed by Nelnet under a specialty services task order.  Nelnet is the only servicer with the necessary infrastructure and expertise to operate the program.     The NAICs code for this acquisition is 522390 – Other Activities Related to Credit Intermediation with a size standard of $28.5 million.  The Product Service Code is R710 - Support – Management:  Financial.  THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTATIONS.  A SOLICITATION WILL NOT BE POSTED.  Interested persons may identify their interest and capability to respond to the requirement by 10:00 AM Eastern on October 22, 2024, via email to Kimberly.Hampel@ed.gov.  All responses received by the closing date specified herein will be considered by the Government.  Any response to this notice must show clear and convincing evidence that the responding company can provide the same services by the required date.  However, a determination to not compete is solely within the discretion of the Government.
