This project is a Firm-Fixed Price (FFP) Design-Bid-Build (DBB) contract awarded based on full and open competition using the best value trade off source selection procedures in accordance with Revolutionary Federal Acquisition Regulation (FAR) Overhaul (RFO) Part 15 - Contracting by Negotiation and RFO Part 36- Construction and Architect Engineer Contracts. No reimbursement will be made for any costs associated with providing information in response to this notice, the forthcoming Request for Proposal (RFP) or any future follow-up information requests. The Middle East District is evaluating the ability of businesses to perform a comprehensive pavement repair and replacement of concrete pavement at an undisclosed location in the Hashemite Kingdom of Jordan. The main effort requires replacing 13,504 Square Meters (SM) of Portland Cement Concrete (PCC) pavement and 13,354 SM of asphalt with new, modified-heavy load concrete to extend the touchdown zone of Runway 08/26. This work, which must comply with International Civil Aviation Organization (ICAO) standards, includes replacing associated lighting and markings. A secondary part of the scope is design-after-award work for which the contractor will design and construct the foundational structure for the Aircraft Arresting System (AAS) Absorber Shelters. The selected firm must have the capability to perform Civil Works, specifically earthwork, runway construction or repair in the Kingdom of Jordan. Project technical specifications, drawings, etc. will be posted as attachments to the RFP. All responsible sources are encouraged to submit a timely and complete proposal in response to the forthcoming RFP, which will be considered by the agency.
