    SOURCES SOUGHT NOTICE

    Traffic Signal Preventive Maintenance and Emergency Repair Services U.S. Army Garrison – Aberdeen Proving Ground, Maryland

    The United States Army Contracting Command – Aberdeen Proving Ground (ACC-APG), Installation & Technology Division, Facilities Branch, is issuing this Sources Sought Notice to conduct market research and identify qualified Small Business Development Program 8(a) participants capable of supporting the requirement for Traffic Signal Preventive Maintenance and Emergency Repair Services at U.S. Army Garrison Aberdeen Proving Ground (APG), Maryland. The anticipated NAICS code for this requirement is 238210 – Electrical Contractors and Other Wiring Installation Contractors.

    The Government seeks to identify 8(a) firms with the capability, experience, and resources necessary to perform maintenance and repair of traffic signals and controls at APG.

    Maintenance and repair services will be required at the following location:

    • Aberdeen Proving Ground - APG is located in Aberdeen, Maryland in Harford county and consists of the main cantonment, Aberdeen Proving Ground North and Aberdeen Proving Ground South.

    These services directly support the Directorate of Public Works (DPW).

    This notice is issued solely for informational and planning purposes. The Government’s objective is to identify qualified vendors capable of providing all labor, tools, materials, equipment, transportation, technical expertise, and incidental services required to perform traffic signal maintenance, repair, inspection, and replacement in accordance with the Draft Performance Work Statement (PWS).

    Vendors must have a regional office located within a 60‑mile radius of Aberdeen Proving Ground, Maryland, and must be registered in the System for Award Management (SAM). Information regarding SAM registration is available at https://www.sam.gov/portal/public/SAM. No reimbursement will be made for any costs incurred in responding to this notice or to any subsequent requests for information.

    SCOPE OF WORK

    • This requirement is for a non-personal services contract to provide comprehensive Traffic Signal Maintenance services, including a full traffic engineering and Entry Control Facility (ECF) study.
    • The contractor shall provide all management, transportation, tools, supplies, equipment, and labor necessary to maintain and repair all traffic signals at Aberdeen Proving Ground to ensure continuous and reliable operation.
    • Services include a traffic and ECF comprehensive study, preventive maintenance, and emergency repair services for all traffic signals, pedestrian signals, and associated signal appurtenances on the installation.
    • Work includes regular maintenance and repairs, emergency maintenance, and preventive maintenance services.
    • All work performed under this PWS must comply with all applicable Federal, State, and local laws, regulations, and directives, including but not limited to the latest revision of the Manual on Uniform Traffic Control Devices (MUTCD), transportation codes, commercial practices, and manufacturer specifications, whichever is more stringent.
    • The contractor shall submit an electronic report within five (5) business days following completion of inspections, maintenance, repairs, controller timing adjustments, phasing modifications, or any other service performed.

    PURPOSE OF THIS MARKET RESEARCH

    Information received will assist the Government in:

    • Determining whether responsible sources exist
    • Assessing the potential for competition
    • Evaluating whether the requirement may be set aside for Small Business
    • Informing future acquisition strategy decisions

    If the requirement is determined to be an unrestricted competition, Small Business responses may be used to establish subcontracting goals.

    Respondents should indicate their business size and status (e.g., Small Business, 8(a), Woman-Owned, Minority-Owned, HUBZone, etc.). References may be used to verify past performance on Government or commercial contracts.

    Interested businesses should submit a capabilities statement (no more than 10 pages, 8.5 x 11-inch format, font size no smaller than 12 point) demonstrating their ability to perform the services described in this notice. Bullet format is preferred.
