TRAILER MOUNTED RESTROOM

This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested, and a written solicitation will not be issued.

(ii) The solicitation number is FA468625QS003, and the solicitation is issued as a request for quotation (RFQ).

(iii) A statement that the solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-04.

(iv) This requirement will be using full and open competition after exclusion of sources procedures in FAR Subpart 6.2. and the associated NAICS code is 562991 - Septic Tank and Related Services and a small business size standard of $9M.

(v) Description of requirement: The Government seeks to lease a trailer- mounted restroom facility for a duration of 12-months. The contractor shall provide delivery, installation, and weekly waste tank emptying services as specified below.

Basic Configuration:

Two separate stations (one for each gender)

Interior locking mechanisms for each station

Self- contained waste tank (weekly emptying service)

Self- contained potable water tank

Electrical Requirements:

120v /20amp electrical connection

100 foot of extension on power cord

Station Amenities (required for each of the two stations):

One toilet

One sink with handwashing capabilities

One mirror above sink

One shower

Overhead lighting

Service Requirement:

Fully emptying the waste tank emptying

12- month rental period

Delivery, set up, and demobilization of the trailer

(ix) The provision at 52.212-2, Evaluation - Commercial Products and Commercial Services, applies to this acquisition and the lowest priced quote will be evaluated based on the technical criteria below:

Factor 1: Technical

Sub-Factor 1.1: Product Specification: The Offerer meets this sub- factor when its proposed products meet the specifications as outlined in the Statement of Need. Attached with the quote, the Offerer shall provide a data specification sheet that clearly outlines the equipment needed as stated in the Statement of Need.

Sub- Factor 1.2: Delivery: The Offeror meets this sub-factor when its quote clearly specifies a delivery date that meets the minimum requirement as outlined in the statement of need.

2. Factor 2: Price

Price will be evaluated for fair and reasonableness using price analysis techniques. The total evaluated price (TEP) will include all CLINs. Offerors with technically unacceptable proposals will not be evaluated for price. (x) Offerors shall include a completed copy of the provision at 5.212-3, Offeror Representations and Certifications - Commercial Products and Commercial Services, with its offer.

(xi) The clause at 52.212-4, Contract Terms and Conditions- Commercial Products and Commercial Services, applies to this acquisition.

(xii) The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders- Commercial Products and Commercial Services, applies to this acquisition.

(xiii) There are no additional contract requirement(s) or terms and conditions (such as contract financing arrangements or warranty requirements) necessary for this acquisition.

(xiv) The Defense Priorities and Allocation Systems (DPAS) and assigned rating is not applicable.
