Notice of Intent to Sole Source
The Naval Support Fleet Logistics Center Norfolk intends to issue a sole source contract to the University of Southern California for a requirement that provides trauma training courses seven times a year for up to 30 medical officers and enlisted hospital Corpsmen. The requirement is for the Navy Trauma Training Center (NTTC) located at Los Angeles General Medical Center (LAGMC); it is a learning site of Navy Medicine Operational Training Command (NMOTC). The course includes didactic lectures, skills rodeo application, simulation laboratory utilizing Laerdal SIMMAN 3G, K-9 Dog Trainers, SONOSIM and CAE VI Medix Ultrasound Trainers and other simulation equipment, clinical rotations, and a three-day hands-on training on non-perfused and perfused cadaver bodies in a Fresh Tissue Dissection Laboratory (FTDL) managed by the Surgical Skills Simulation and Education Center of the Keck School of Medicine of University of Southern California (USC Surgical Skills Simulation and Education Center).
The NTTC FTDL course is included in the 17- day NTTC curriculum that is comprised of didactic lectures and hands-on application in Advanced Surgical Skills on Exposure to Trauma (ASSET) and Combat Orthopedics Trauma Education overseen by the Chief of Trauma, Physicians from LA General, and the NTTC Trauma Surgeon, Orthopedic Surgeon, and Anesthesiologist instructors. All services provided shall be within 50 miles of NTTC. The contractor shall possess The Joint Commission approval and verification by the American College of Surgeons (ACS) as a Level 1 Trauma Center as designated by the State of California.
This requirement is in accordance with FAR Part 13.501(a) to the Navy Trauma Training Center (NTTC) located at Los Angeles General Medical Center (LAGMC) 1200 North State Street, Room 1050, Los Angeles, CA 90033. The Keck School of Medicine is the only vendor who can provide the specialty services required for the training.
All other FTDL supplies for the NTTC course shall be provided including but not limited to surgical instrument trays and equipment, back tables, emesis basins and steel bowls, cautery units, scalpels, surgical staplers, linear staplers and reloads, and laparotomy sponges.

This notice of intent is not a request for competitive proposals. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and price information, in sufficient detail and convincing evidence that clearly demonstrates the capability to perform the required work. Capability statements shall not exceed five (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information will not be considered as an affirmative response or acceptance of the statement of capability. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct competitive procurement or to proceed with a sole source contract. Capability statements should also include the business size and cage code.
